Guwahati Nov 25 PTI Opposition Raijor Dal RD and Assam Jatiya Parishad AJP on Thursday termed the state governments decision to abolish the compulsory language paper in state civil services examinations as dangerous and claimed it was being done to infuse RSS-minded people from outside into the administration Addressing separate press conferences the two political parties said they will not accept the decision of the Assam Cabinet and demanded its immediate withdrawal The Cabinet decision is a sad development for Assam It is a dangerous step It will make Hindi-speaking people from the RSS and north India eligible for the Assam civil services exam The BJP government aims to bring such people into the state administration RD president Akhil Gogoi said He claimed that the previous BJP dispensation in Assam had appointed a person from Bihar as a teacher in a school at Majuli though he did not understand Assamese We cannot accept people from outside the state to appear for APSC exams We strongly oppose the Cabinet decision Gogoi said Echoing similar views AJP president Lurinjyoti Gogoi said the government took the step to welcome Hindi and Bengali-speaking people from outside to the state through Assam Public Service Commission APSC examinations It is a self-destructive decision by the government This government had once said that the Assamese language would be made compulsory he added On Wednesday the Assam Cabinet took a decision of abolishing the qualifying language paper for the state civil services examinations subject to fulfilment of three conditions -- a candidate must be a resident of Assam hisher name should be registered in the state employment exchange and the candidate must fluently speak either Assamese or other recognised languages of Assam Addressing a press conference after the Cabinet meeting Chief Minister Himanta Biswa Sarma said recognised languages would include Bodo or Bengali or any other tribal language of the state and also Hindi as many people in Assam speak it The APSC Rules were amended in 2019 according to which applicants had to appear for a compulsory language qualifying paper in Assamese or associate languages Bodo or Bengali except for those from Karbi Anglong and Dima Hasao Following this the Manipuri community of Barak Valley had appealed to the government that they should be exempted from appearing in the qualifying paper The government subsequently passed an order exempting all aspirants from Barak Valley from appearing in the qualifying paper The candidates of the Brahmaputra Valley then contested this in the Gauhati High Court and the case is still pending The court allowed the APSC to hold the preliminary exams this year but the matter is still sub-judice PTI TR DG MM MM

Guwahati Nov 25 PTI Opposition Assam Jatiya Parishad AJP on Thursday announced a 10-day state-wide programme to revive the anti-Citizenship Amendment Act protest which had been marked by violence two years ago AJP president Lurinjyoti Gogoi appealed to the people to join the protest in large numbers to commemorate two-years of the protest which had seen five civilians losing their lives in police firing The relevance of the anti-CAA movement has increased after the successful farmers protests which showed that a democratic agitation can bring positive results We believe that the anti-CAA movement should restart in the state Gogoi told reporters here Democratic movements have an important role to play in a democracy and can reverse anti-people decisions said Gogoi who was at the forefront of the anti-CAA protest in December 2019 as the general secretary of All Assam Students Union AASU When pointed out that BJP had won a decisive mandate in Assam in the Lok Sabha and the March-April state polls the AJP leader said The Congress had won the election in Assam after enacting the IMDT Act which was anti-Assamese and people had protested against it The 10-day protest by AJP will begin with observing Martyrs Day on December 10 at Chhaygaon followed by Black Day across Assam the next day The Centres decision to repeal three controversial farm laws following the over a year-long agitation by farmers has given a fresh impetus to several outfits in Assam to revive the anti-CAA stir The AASU and Krishak Mukti Sangram Samiti KMSS outfits that were at the forefront of the anti-CAA protest in 2019 Raijor Dal and the AJP the two political outfits formed by leaders of the protests are now holding discussions within their organisations and with other groups to intensify the agitation The contentious CAA seeks to provide Indian citizenship to Hindus Jains Christians Sikhs Buddhists and Parsis entering India on or before December 31 2014 from Bangladesh Pakistan and Afghanistan after five years of residence here The anti-CAA stir began as a mass protest led by students and youth organisations in early 2019 before the Lok Sabha polls It subsided after the 2016 format of the bill lapsed in June 2019 when the term of the then Lok Sabha ended as it could not be tabled and passed in Rajya Sabha When the bill of the present CAA was passed in Lok Sabha on December 9 2019 Assam had witnessed one of the most violent protests in its history which saw three rail stations post office bank bus terminus shops dozens of vehicles and many other public and private properties being set ablaze or totally damaged After the Rajya Sabha passed the Citizenship Amendment Bill on December 11 the state had erupted in uncontrolled protests in which agitators fought pitched battles with the police and administration in almost every major city and town of the state This led to a government crackdown including arrest of leaders of the stir snapping of internet connectivity and imposition of curfew The momentum of the stir slowed down after the AASU which came into prominence after the arrest of KMSS leader Akhil Gogoi and some of his associates decided not to block roads organise demonstrations in fields and complete daily protests before sunset The stir had almost faded away after the students union had announced a temporary break from protests in view of class 10 and 12 board exams in January-February 2020 The agitation literally died following the COVID-19 outbreak and subsequent lockdowns The political parties born out of the anti-CAA stir had performed miserably in this years assembly elections AJP had scored a duck and only Raijor Dal chief Akhil Gogoi won the Sibsagar seat PTI TR KK KK KK

Guwahati Sep 30 PTI The Congress is likely to leave at least one assembly seat out of six where by-polls will take place in coming months to the Assam Jatiya Parishad AJP sources in the opposition party said on Thursday A high-level meeting between Assam Pradesh Congress Committee APCC chief Bhupen Borah and AJP president Lurinjyoti Gogoi and General Secretary Jagadish Bhuyan took place earlier in the day sources said The Congress is willing to leave one seat to the AJP as per their request to put up common candidates in the by-polls in Assam Though not final we are ready to leave the Majuli seat to them a senior APCC leader told PTI on condition of anonymitySix assembly seats are now lying vacant due to deaths and resignations of MLAs Of those seats By-elections will take place in five - Thowra Mariani Bhabanipur Tamulpur and Gossaigaon - on October 30The Majuli seat is also vacant but a poll will not be held there on that day as its representative Union minister Sarbananda Sonowal resigned from the assembly hours after the poll schedule was announced by the Election Commission Thowra and Mariani seats were bagged by the Congress during the assembly polls held earlier this year but the MLAs resigned and joined the ruling BJP The APCC is ready to vacate Mariani if Lurinjyoti Gogoi himself contests from there If he is not willing we will give Majuli to them Both the parties have mutually agreed on this the Congress leader said When contacted the state Congress president did not deny that there could be a seat-sharing arrangement with the AJP but said no decision has been taken regarding alliance as a whole for the by-polls We have three committees which take the final decision All the three committees will sit separately tomorrow and finalise our strategies Borah told PTI Asked if any understanding with MLA Akhil Gogoi-led Raijor Dal RD is possible Borah said the Congress is ready to talk to the party provided it withdraws its candidate from the Thowra seat On Wednesday the RD announced that it will contest two seats -- Thowra and Mariani -- and named the candidate for Thowra The nominee for Mariani will be decided within this week Gogoi had said We cannot talk about poll understanding when the RD has already announced its candidate It cannot dictate terms to us Borah said Akhil Gogoi in the press conference on Wednesday appealed to the Congress with whom the RD had tried to field common candidates for the by-polls to defeat the ruling NDA to support their candidates If they Congress support us we will campaign for them in the remaining four seats he had said Meanwhile the CPI which was a part of the Congress-led Grand Alliance during the assembly elections announced to field Krishna Gogoi from Thowra The Congress which was in power for 15 years in Assam since 2001 had formed the Grand Alliance with the AIUDF BPF CPIM CPI CPIML Anchalik Gana Morcha AGM RJD Adivasi National Party ANP and the Jimochayan Deori Peoples Party JPP to fight the BJP-led NDA in the assembly election this year In the 126-member Assam Assembly the BJPs strength at present is 59 Of its allies the AGP has nine and the UPPL has five MLAs The Congress strength is 27 while AIUDF has 15 members BPF has three and the CPIM has one legislator There is one Independent MLA PTI TR NN NN

Guwahati Aug 25 PTI Opposition Assam Jatiya Parishad AJP on Wednesday urged Prime Minister Narendra Modi to order a high-level inquiry into cow smuggling cases in the state In a letter AJP president Lurinjyoti Gogoi and general secretary Jagadish Bhuyan drew PM Modis attention to Assam Chief Ministers statement on the size of the cow smuggling network Sarma announced that a syndicate was actively operating illegal trading and smuggling of cows in Assam The business according to him was transacting up to Rs 1000 crore in one month the letter said The statement of Sarma carries weight as it came from a chief minister of the state it added The NDA government under the stewardship of Sarbananda Sonowal functioned in Assam from 2016-2021 In five years the illegal cattle trading and smuggling involved a staggering amount of Rs 60000 crore the AJP leaders alleged in the letter The illegal trade and smuggling of cows on such a huge scale merit a high-level inquiry to unearth the truth and the operators they added The letter to the Prime Minister alleged that since Sarma was a minister during the previous Congress governments he might have knowledge of cattle smuggling in that period too We demand that a high-level inquiry should be initiated by a sitting High Court judge to go to the bottom of the whole illegal business The inquiry is needed to do justice to cow protection in your regime the letter urged PTI TR MM MM
