Thiruvananthapuram Nov 18 PTI In a major development in the controversial baby kidnap case the Child Welfare Committee here has issued an order directing the Kerala State Council for Child Welfare KSCCW to bring back the child to Kerala in the next five days The one-year old boy currently in the foster care of a couple in Andhra Pradesh is suspected to be the child of Anupama S Chandran who raised allegations against her parents for kidnapping her baby soon after his birth and given in adoption through KSCCW without her consent a year ago When the child is brought back to the state a DNA test would be carried out to identify his biological parents as per the order which also directed to provide the baby an escort of a Special Juvenile Police Unit during his journey from Andhra The development was a great relief for Anupama and her partner Ajith who are on a stand-in-protest in front of the KSCCW office at Thycaud here for some days demanding to get her baby back The General Secretary KSCCW is directed to produce the child before the CWC here within five days on receipt of this order it said The DNA test of the baby should be conducted without any delay and till its results come the child shall be under the care and protection of the District Child Protection officer the order added As informed by the KSCCW authorities the couple reached the office and collected the copy of the order in the morning Expressing happiness over the development she said she would continue her protest till she gets the baby in hand The legal battle against the KSCCW authorities and everyone those behind forcibly separating the child from her would also taken forward she added Feeling very much happy and relieved now I hope I can see my baby soon I believe that there wont be much formalities after the DNA test and I would get my child by December beginning an excited Anupama told reporters here The womans allegations of forcible taking away of her new born child by her father a local CPIM leader has triggered widespread political controversy in the state Her allegations against senior party leaders for not helping her in the issue had put the Marxist party leadership in a fix The Opposition Congress-UDF even took the issue to the state Assembly and termed it as one of the most heinous honour crimes reported in the state The government had announced a departmental probe into the incident The 24-year-old Anupama had accused her parents of having taken away her new-born child forcibly from her soon after its birth a year ago and alleged that though she had complained about it to the police several times since April they were reluctant to register a case against the family members However Peroorkkada police here has said a case was registered against six people including her parents sister and husband and fathers two friends and said the delay happened as they were awaiting legal opinion A family court last month had stayed the adoption process of the child and directed the police to submit a detailed report in a sealed cover PTI LGK SS SS

Thiruvananthapuram Oct 25 PTI A family court on Monday stayed the adoption process of the child of Anupama S Chandran The child had been put up for adoption by her parents last year without her knowledge The court here directed the police to submit a detailed report in a sealed cover and posted the matter for further hearing on November 1 The decision of the court came after the Kerala government and the Child Welfare Committee took a stand favourable to the mother The court asked the government to also clarify whether the child was abandoned or given for adoption Meanwhile the child would remain with the adoptive parents On October 23 the State government decided to apprise the family court of the demand put forth by Anupama S Chandran daughter of a CPI M local committee member whose baby had been put up for adoption by her parents last year without her knowledge Meanwhile Anupama who had earlier protested in front of the State Secretariat seeking custody of her child told reporters that she was extremely happy about the court order I feel extremely happy I hope I will get my child soon It took a long time she said The child is currently in foster care The adopting parents register with the national-level central adoption and resources agency for adopting the child All these matters are monitored by the court Anupama had accused her parents of having taken away her newborn child forcibly from her soon after its birth a year ago and alleged that though she had complained about it to the police several times since April they were reluctant to register a case against the family members However Peroorkkada police here said a case was registered earlier this week against six people including her parents sister and husband and fathers two friends and said the delay happened as they were awaiting legal opinion PTI RRT NVG NVG

Thiruvananthapuram Oct 22 PTI After facing embarrassment over a ruling party leader being booked for kidnapping his grandchild the Kerala government on Friday ordered a departmental probe into the incident even as the CPIM said it wants the mother to get her baby back The Women and Child Welfare Department would probe into the complaints from Anupama S Chandran against her father and CPIM local committee member P S Jayachandran regarding the alleged abduction and the abandonment of her baby in an electric cradle owned by the State Council for Child Welfare Veena George State Minister for Women and Child Welfare said the department secretary Rani George has been entrusted with the probe It was assumed that the grandfather had abandoned the infant in the electric cradle here she said Directions have been given to clearly examine whether all the mandatory procedures were followed after the child was received at the cradle by the Council I have asked for a comprehensive report which is expected soon George told reporters here She said as per the records the Council had received two children at its Ammathottil electric cradle here during the period and the DNA test of one of the children had been carried out based on the complaint of the woman but it had turned out to be negative Asked about the claim of Anupamas father that the baby was abandoned with the consent of his daughter the Minister said if anybody wants to hand over a child to the Council legally its mother should also be present in person before the panel What I understood was that in this case nothing had happened like that So to ascertain the truth the statements of several persons including the then staff at the Council have to be recorded she said Extending support to Anupama the Minister said it is the childs mother who is asking for her baby and whats most important for her is to get her child back Meanwhile senior CPIM leader and party district secretary Anavoor Nagappan said the party has limitations in intervening in the matter as it involves legal implications He admitted that the woman had approached the leadership with the complaint seeking help to get her baby back some months back The woman was told that the issue could not be sorted out at the party-level and advised to go the legal way to get her baby back he told the reporters here The mother should get her babythat is always the partys stand I have informed Anupama that the issue could not be sorted out at the party-level and so we cannot intervene I also offered her support if she goes the legal way Nagappan said He said the 23-year-old woman had never come to meet him but only submitted a letter of complaint at his office and later spoke over the phone The senior leader further said he had talked to Jayachandran a local committee member of the party based on her complaint and advised him to give her the baby back But he had said he was unable to do so as the child was handed over to the State Council for Child Welfare and there were legal hurdles to reclaiming the infant the leader said The partys explanation came days after Anupama a former leader of the Students Federation of India SFI a feeder organisation of the CPIM alleged that though she had submitted her complaint to the senior Marxist party leaders including Chief Minister Pinarayi Vijayan no one had helped her to get her baby back She had accused her parents of forcefully having taken away her newborn child from her soon after its birth a year ago and alleged that though she had complained about the police several times Ajith who was also a youth federation leader of the Left party As the child was born out of wedlock they had forcefully taken away the boy child three days after she got discharged from the hospital post-delivery She left home in April and has since been living with Ajith she said Police however said her father Jayachandran admitted that the child was separated from his daughter by them but claimed during the interrogation that it was done with her consent According to the fathers statement the child was placed in the electric cradle located in front of the Council at Thycaud here in October last year As per the rules of the centre when they receive a child in the cradle they would keep the baby with them for the ensuing two months If no one comes forward to claim the child they would allow the public to adopt the infant The investigation was on to collect more details and trace the baby the police had said The Kerala State Womens Commission also registered a case into the
