Guwahati Mar 23 PTI The Assam Cabinet on Wednesday sanctioned Rs 375 crore for participating in the bidding to take over assets of closed units of the Central PSU Hindustan Paper Corporation Limited HPCL at three places of the state - Nagaon Cachar and Haflong a minister said The weekly cabinet meeting chaired by Chief Minister Himanta Biswa Sarma also approved the draft notification for delineation and recognition of nine animal corridors to the south of Kaziranga National Park It also gave its nod to certain amendments to be made in Acts that will ease the recruitment process The Cabinet decided to sanction Rs 375 crore for participation in the bidding for taking over all assets of Nagaon Paper Mill Cachar Paper Mill and the leasehold land of the HPC at Haflong Water Resources Minister and government spokesperson Pijush Hazarika told reporters after the meeting Cachar Paper Mill at Panchgram in Hailakandi district is non-functional since October 2015 while the Nagaon Paper Mill at Jagiroad in Morigaon district is shut since March 2017 Since the closure of the two mills at least 95 employees died including four allegedly taking their own lives primarily due to lack of proper treatment as they did not receive salaries or dues for around five years according to the unions As per an agreement reached between the Assam government and unions in September last year the state will acquire the assets of the two closed mills and provide a relief package of Rs 570 crore to its employees This cabinet decision will benefit around 1100 families of HPCL workers in Assam Hazarika said The Cabinet also decided to scrap several redundant laws PTI DG NN NN

Guwahati Feb 20 PTI The Assam Cabinet on Sunday approved the River Basin Management Project and decided to ease agro-forestry rules and streamline recruitment to state government departments Addressing a press conference after chairing the Cabinet meet Chief Minister Himanta Biswa Sarma said phase I of World Bank-aided Assam Integrated River Basin Management Project has been approved at the meeting Work on integrated water management and floodriver erosion-related works will be taken up at Burhidehing and Beki river basins worth US dollar 83 million in phase I he said An amount of Rs 1016 crore to support the design and construction of Assam Skill University campus at Mangaldai was also approved by the Cabinet Sarma added In a major decision in the agro-forestry sector it will no longer be necessary to take permission from the forest department for cutting trees of several species in non-forested areas like private land or agricultural fields Sarma saidThis decision will give a fillip to the plywood industry in the state he said adding that a state agro-forestry commission will also be set up soon The chief minister also said the Cabinet cleared the proposal for Assam Public Service Commission APSC to conduct a combined examination for 48 additional Group A and B gazetted posts under the state government The APSC was earlier holding a combining examination for 28 postsSarma said The candidates will get posting as per their rank in the merit list The single exam will save them the hassles of appearing for multiple exams Rules for the recruitment commission for Grade 3 and 4 posts of the state government were also approved by the Cabinet he added An amount of Rs 1584 crore for Disaster Risk Mitigation including setting up 100 climate resilient villages and approximately 50 multipurpose flood shelters was sanctioned the chief minister said on Twitter laterTo improve administrative efficiency and ensure seamless functioning in view of creation of new districts the Water Resources department will be restructured he said For implementing Free Drugs and Consumables scheme for 2021-22 Rs 154 crore was approved for the National Health Mission Assam to ensure free availability of essential drugs to hospitals in tea garden areas Sarma said in the Tweet PTI SSG NN NN

Assam Cabinet decides to restructure school education policy in line with NEP

Guwahati Nov 24 PTI The Assam Cabinet on Wednesday decided to restructure the state education policy making school education a 15-year affair comprising four categories - foundation preparatory elementary and senior secondary - in accordance with the NEP Chief Minister Himanta Biswa Sarma saidThe foundation category will have five years till class two while the next three years will be preparatory The elementary category will comprise classes six seven and eight and the classes between nine and 12 will be called senior secondaryIn the National Education Policy NEP announced by the Centre last year there will be a 5334 structure comprising 12 years of school and three years of pre-school replacing the old 102 structureThe change in the structure will be notified on April one 2022 while the new syllabus will be introduced from April one 2023 Sarma told reporters after the cabinet meeting held at Bongaigaon The Cabinet also decided to set up a commission to train youths particularly those from the vernacular medium for employment in all-India government services and admission into medical and engineering colleges Sarma said initially 100 youths from each district would be selected for coaching by reputed institutes of the country The Cabinet also took a decision to abolish the qualifying language paper for the state civil services examinations with certain conditionsOne of the conditions is that an aspirant should speak fluently either Assamese or associate languages - Bodo or Bengali or any other tribal language of the state and also Hindi as many people in the state speak the language the chief minister said The Council of Ministers also approved the amendment to recruitment rules for constables and sub-inspectors for commando battalions in the state by prescribing stringent criteria to meet the professional requirements of the commandos The Cabinet gave its nod to a proposal to increase the number of post-graduate seats for doctors in medical colleges from 23 to 40 It decided to set up a trust for the welfare of the victims of the Assam Agitation and their families to ensure that they get continuous help with a corpus fund of Rs five crore from the government where the public and organisations can also contribute A three-member committee would be formed to find out details of the sattra Vaishnav monasteries lands encroached The panel would be headed by AGP MLA Pradip Hazarika who has been accorded cabinet rank while the other two members would be BJP legislators Mrinal Saikia and Rupak Sarma with the rank of ministers of state Their term will be of one year The Cabinet also decided to hold year-long programmes to celebrate the 400th birth anniversary of Ahom general Lachit Barphukan with the culture department being the nodal organisation The chief minister urged people to participate in the celebrations so that it is not confined to government level functions alone The Cabinet decided that all tenders invited by government departments above Rs 25 lakh will be through e-procurement mode only except in the autonomous districts of the state The Council of Ministers also decided that the original inhabitants of the state can get land rights if it is in their possession for 10 years instead of 20 years which was the norm earlier The Cabinet approved the proposal to grant partial exemption by way of payment of VAT at the rate of one per cent on the sale of Aviation Turbine Fuel made to aircraft operating under Regional Connectivity Scheme RCS Sarma said PTI DG NN NN
