New Delhi Mar 24 PTI The Delhi Assembly on Thursday moved a step closer to being paperless with all the 70 MLAs getting iPads for receiving information and documents on legislative proceedings onlineSpeaker Ram Niwas Goel urged the legislators to carry the iPads provided by the Delhi governments finance department during the ongoing Budget session We want to implement a completely paperless system for availing the documents and information online The Assembly has also been provided with WiFi connectivity and the budget address of the Finance minister and other documents will be available on the iPads of the legislators he saidThe Assembly has taken up an automation project that will enable the MLAs to work digitally -- submit questions and notices and table Bills onlineA request for proposal was issued by the Delhi Assembly Secretariat for selecting a successful bidder for the implementation of the automation projectThe project also includes the creation of a facility to make the MLAs attend the House proceedings virtuallyIt aims at switching the functioning of the Assembly from manual to a web-based digital solution for speed and efficiency along with going paperless PTI VIT NSD

Mumbai Dec 24 PTI The Maharashtra Legislative Council on Friday cleared two Bills which provide 27 per cent reservation for Other Backward Classes OBC in urban and rural local bodies in the stateEarlier the state government had issued ordinances which gave reservation to OBCs in local bodies The ordinances were later stayed by the Supreme CourtRural Development Minister Hasan Mushrif tabled the Bills which had been cleared by the Legislative Assembly on ThursdayAs a result of the stay granted by the apex court there would have been virtually no reservation for OBCs in coming local body pollsThe opposition BJP and ruling Shiv Sena-NCP-Congress alliance had blamed each other for failing to secure quota for these communitiesOn September 23 the state promulgated an ordinance to amend the Maharashtra Zilla Parishads and Panchayat Samitis Act 1961 and Maharashtra Village Panchayat Act for Zilla Parishads Panchayat Samiti and Gram Panchayats to ensure up to 27 per cent quota for OBC candidatesThe ordinance was issued after the apex court struck down a legal provision that granted similar reservation on the ground that it exceeded the 50 per cent ceiling on quotaOn October 1 the state promulgated a second ordinance to amend the Mumbai Municipal Corporation Act Maharashtra Municipal Corporations Act and Maharashtra Municipal Councils Nagar Panchayats and the Industrial Townships ActThese three Acts govern urban local bodiesThe Bills amend these Acts so that there is 27 per cent quota for OBCs in the forthcoming electionsDuring a discussion the BJPs Parinay Phuke said This is a political bill and not meant for addressing the issues of OBCs The government has not given enough funds to OBC Commission for gathering empirical data which the SC had sought The Bills were passed unanimously They will now be sent to Maharashtra Governor B S Koshyari for approval PTI ND KRK KRK KRK

Chandigarh Dec 20 PTI Punjab Deputy Chief Minister Sukhjinder Singh Randhawa on Monday wrote to the Centre asking for obtaining presidential assent for two bills passed by the state Assembly in 2018 for ensuring stringent punishment for those involved in desecration incidents Randhawa wrote to Union Home Minister Amit Shah for ensuring assent to the Code of Criminal Procedure Punjab Amendment Bill 2018 and the Indian Penal Code Punjab Amendment Bill 2018 which provide for life imprisonment for the sacrilege of holy books In the letter Randhawa who holds home portfolio wrote I want to bring to your notice that sacrilege of holy books is becoming a major issue in Punjab Shri Guru Granth Sahib is considered a living Guru and not an object by the Sikhs and it is accorded respect according to Sikh maryada In this context it was felt that the existing provisions of Section 295 and 295-A of the Indian Penal Code-1860 which provide for a punishment of up to three years are inadequate to deal with this situation he said So the Punjab Vidhan Sabha passed the Indian Penal Code Punjab Amendment Bill 2018 and The Code of Criminal Procedure Punjab Amendment Bill 2018 which provide for punishment up to life imprisonment for whoever causing injury damage or sacrilege to the Shri Guru Granth Sahib Srimad Bhagavad Gita Holy Quran and Holy Bible with the intention to hurt religious feelings of people he wrote Randhawa said these bills were given assent by the Punjab governor in September 2018 However these have been pending for assent of the President since October 2018 he said Punjab being a border State it is extremely necessary to maintain communal harmony here For this deterrent punishment is a must for those trying to disturb communal harmony by indulging in the sacrileges So I again request that the Presidential assent for the said Bills may kindly be obtained and conveyed to the state government at the earliest possible he wrote Two unidentified men were beaten to death at the Golden Temple in Amritsar and at a gurdwara in Kapurthala district for their alleged sacrilege attempts PTI CHS VSD RDK RDK
