Budget Delhi govt to upgrade 15 hospitals four new facilities planned

New Delhi Mar 26 PTI The Delhi government on Saturday said the work has begun on upgrading 15 existing hospitals in the city while four new facilities are also being planned to bolster the healthcare infrastructure in the capital that has gone through multiple waves of the coronavirus pandemicDelhi Deputy Chief Minister Manish Sisodia on Saturday presented a Rs 75800-cr budget in the Assembly for the financial year 2022-23 and later tweeted that Rs 9769 crore allocated to the health sector The allocation is 13 per cent of the total budgetThe outlay for year 2022-23 in the health sector is less compared to the allocation Rs 9934 crore in the last budgetIn his budget speech he also said 20 Aam Aadmi School Clinics are currently functional whose staff also includes a psychologist who conducts a mental health review of the children every six months to ensure their healthy growth physically and mentallyThe deputy chief minister asserted that education and healthcare sectors have been accorded top priority by the Kejriwal government in the last seven years and steps taken in these sectors are part of its governance modelAbout 46 per cent of the countrys population are turning into new poor because of expenditure on healthcare and about 72 per cent of these get impacted due to expenses on primary healthcare That is where the Aam Aadmi Mohalla Clinic plays a critical role and by treating them at the lower level helps them not go slip into that category new poor he saidAnd the Mohalla Clinics model is being adopted in various other states and in Delhi 549 crore people have been treated at mohalla clinics the deputy chief minister who also holds the finance portfolio saidAs of now 520 Aam Aadmi Mohalla Clinics 29 Polyclinics and 38 Multi SpecialitySuper Speciality Hospitals are bring run and 94 polyclinics are being established by upgrading existing dispensaries The number of Mohalla Clinics will also become 1000 he saidAn amount of Rs 475 crore has been set aside for mohalla clinics and polyclinics in the 2022-23 budgetOn upgrading heathcare infrastructure he said hospitals at Burari and Ambedkar Nagar are already running and would soon run with greater bed capacity while the 1241-bed Indira Gandhi Hospital at Dwarka would run full-fledged next year the deputy chief minister saidWork has begun on upgrading 15 existing hospitals in the city while four new facilities are also being planned to bolster the heathcare infrastructure in the national capital he said adding an outlay of Rs 1900 crore has been proposed to upgrade hospitalsOnce the new hospitals are built and the remodelling work of the existing ones is completed the capacity will be increased by 16000 beds he addedHe also acknowledged the impact of the coronavirus pandemic on economy and quoted a recent research to tell that boosting healthcare after the pandemic is now being seen as a way to bolster economyIn his address Sisodia asserted that the budget of Rs 75800 crore for the year 2022-23 was about two and half times the expenditure of Rs 30940 crore in the year 2014-15For the Health Integrated Management System HIMS and e-health cards which are expected to be rolled out early next year an outlay of Rs 160 crore has been set side Sisodia saidI propose a budgetary provision of Rs 9769 crore for the health sector for the financial year 2022-23 This includes a revenue budget of Rs 7522 crore and a capital budget of Rs 2247 crore An amount of Rs 5567 crore has been earmarked for the implementation of various schemes programmes and projects in the health sector he was quoted as saying in the budget speech textUnder the Delhi Arogya Kosh free treatment surgery radiology diagnostic services are being provided to those patients through identified private hospitals if their treatment is not possible in Delhi government hospitals due to any reason An outlay of Rs 50 crore is proposed for this scheme in next year the minister saidAlso Aam Aadmi Yogashala a scheme under which free-of-cost yoga instruction is provided will continue for the next year as well For this a separate provision of Rs 15 crore has been made in the budget he addedThe budget size for the next financial year is 986 per cent higher than the previous years Rs 69000 crore Sisodia said adding that Delhis economy is recovering gradually from the impact of COVID-19Presenting the budget for the eighth consecutive year Sisodia said the city government will spend Rs 4500 crore in the next five years to generate 20 lakh jobs and Rs 800 crore will be set aside in the 2022-23 budget for the purposeIn the previous budget the Delhi government had said that special women mohalla clinics will be opened across the city to offer free gynaecological and other medical care services to them within walking distance from their homes PTI KND CK

New Delhi Feb 21 PTI A 26-year-old man has been arrested from Jaipur for allegedly killing a Delhi Police personnels daughter who was his wifes friend The accused was booked for murder and unnatural offences police said on Monday On Friday the accused Aman Bisht had called his victim to his house in north Delhis Burari on the pretext of buying a saree for his wife they saidBisht made advances towards her and when the woman resisted the accused strangulated her to death police said adding the accused also tried to engage in sexual activity with the victimWhen the accuseds wife came home on Friday evening she found her friend lying unconscious in her bedroom She immediately called up the police and informed them about the incident officials saidShe told the police that she suspected her husband had killed her friend a senior police officer saidFollowing investigation he police traced the accused to Jaipur in Rajasthan A team was sent and he was apprehended before he could escapeThe police claimed that Bisht had plans of moving to a safer location probably to some other part of north India or Nepal he saidHe was apprehended in Jaipur and then brought to Delhi on Sunday night and arrested after interrogation he addedDuring questioning the accused told police that he and his wife were going through a bad phase in their relationship due to unsatisfied sexual life He had also started taking drugs and virility drugs the police officer saidSo he targeted his wifes friend and made advances towards her he saidNarrating the sequence of events Deputy Commissioner of Police North Sagar Singh Kalsi said on the pretext of getting a sari for his wife Bisht called the victim to his home on FridayHe made advances towards her and when she resisted he overpowered and strangulated the woman to death the officer saidHe then tried to engage in sexual activity with the victim the officer saidOnly forensic results whose reports are awaited will establish what exactly did Bisht did after killing the victim the officer addedThe accused was caught in Jaipur and brought to Delhi where after interrogation He was booked under section 302 murder and 377 unnatural offences of the Indian Penal Code at Burari police station said Sagar Singh Kalsi Deputy Commissioner of Police North The victims mother had also informed the police that the accused had called her daughter up on Friday noon and told her that he wanted her help in buying a saree for his wife Following this phone conversation the victim told her mother that she was going over to his house PTI AMP TDS TDS

New Delhi Jan 30 PTI The fitness test of auto-rickshaws and taxis is expected to get easier and less time-consuming as the Delhi governments transport department will set up 10 automated inspection and certification lanes at its Burari facility officials said on Sunday After mooting the proposal seven years ago the department has now floated a tender for setting up the automated lanes at its vehicle inspection unit in Burari The system will be in place in the next few months as the bid opens in March a senior transport department official said Automation will improve the accuracy of the fitness tests as various components such as brakes clutches headlights and suspension among others will be checked and evaluated through machines and computers the official said Currently smaller vehicles such as auto-rickshaws taxis and rural transport vehicles are being tested for fitness manually at the Burari centre This process is time-consuming and not too accurate officials said The test centre currently sees around 300 vehicles for fitness test on a daily basis Bigger vehicles such as buses and trucks are being tested at the departments facility in Jhuljhuli PTI VIT CJ CJ

New Delhi Jan 28 PTI Two men were arrested for allegedly kidnapping an 18-year-old person for ransom and killing him in north Delhis Burari area police said on Friday The accused Gopal 19 and Sushil 19 -- both residents of Burari -- were inspired by Bollywood film Apaharan they said The accused took the victim along with them for a birthday party police said adding that they planned to demand a ransom of Rs 10 lakh On Sunday around 1130 pm police were informed that Rohan a Class XI student had gone missing from Burari The father of Rohan said that he runs a business On Sunday around 6 pm Rohan left with his friend Gopal for a birthday party but didnt return a senior police officer said Gopal was contacted who said that Rohan had left the party around 10 pm The location of the mobile phone of Rohan was found at Moradabad in Uttar Pradesh the officer said During investigation around 200 CCTVs were checked and analysed Suspect Gopal was apprehended on the intervening night of Tuesday and Wednesday from Burari and interrogated where he narrated the entire sequence of kidnapping and murder of Rohan Deputy Commissioner of Police North Sagar Singh Kalsi said On his instance the body of Rohan was recovered from a plot at Harit Vihar Burari and one of his associates Sushil was also nabbed from Burari the DCP said Gopal disclosed that he works as cleaner at a showroom in Burari He noticed that Rohan used to come with his father for shopping in the showroom police said He thought that a good amount of money could be taken as ransom if Rohan would be kidnapped He got inspired from Bollywood movie Apaharan and planned the kidnapping police said He roped in his two friends For the last one year he had been keeping in touch with Rohan and became his good friend They had planned to demand Rs 10 lakh as ransom police said Gopal also took a room on rent on January 16 On Sunday evening Rohan went with Gopal for his birthday party police said The accused took Rohan to the room and after partying they strangled him to death They left the spot late night after deciding to dispose the body later They had planned to make call for ransom the next day Kalsi said On Monday Gopal went to work and got to know that the family has approached police He became nervous and informed his associates police said They abandoned their plan of making call for ransom and to distract police they took the mobile phone of the deceased to Uttar Pradesh They continuously kept changing location of the mobile phone to give the police the slip they said PTI NIT CK
