Hyderabad Jan 31 PTI The Commission of Inquiry appointed by the Supreme Court to inquire into the alleged encounter killing of the four accused in the gang rape and murder case of a woman veterinarian in Hyderabad has submitted its report to the apex court The three-member Commission headed by former SC judge V S Sirpurkar and including former Judge of Bombay High Court Justice RP Sondur Baldota and former CBI Director D R Kaarthikeyan submitted its report on January 28 an official release said here on Monday The panel was appointed on December 12 2019 to inquire into the circumstances in which the four persons -- Mohammed Arif Chintakunta Chennakeshavulu Jollu Shiva and Jollu Naveen -- who were the accused in the case were killed in Hyderabad on December 6 2019 while in the custody of the police The Commission of Inquiry collected various documentary records including investigation records forensic reports post-mortem reports photographs and videos concerning the scene of incident and others the release said The Commission held hearings for 47 days between August 21 2021 and November 15 2021 The Commission examined 57 witnesses during this period and recorded their evidence The hearings were held publicly subject to COVID-19 restrictions The Advocates for the state of Telangana the police officials involved in the incident and other interested parties participated in the hearings The Commission heard oral arguments from all the Advocates from November 16 2021 to November 26 2021 The panel inspected the various places associated with the incident on December 5 2021 After completing the inquiry the Commission submitted its report before the Supreme Court on January 28 2022 The woman veterinarian was kidnapped sexually assaulted and later found murdered in November 2019 police had said PTI SJR BN BN

Chandigarh Sep 22 PTI The Haryana government on Wednesday set up a Commission of Inquiry headed by a retired high court judge to probe into the police lathi-charge last month at a group of farmers protesting against the three central farm laws The judicial probe panel will be headed by Justice Retd Somnath Aggarwal a retired judge of the Punjab and Haryana High Court a state government statement said The Commission of Inquiry will probe into the sequence of August 28 events in which about 10 protesters were hurt in the clash with the police in Karnal when they tried to march towards the venue of a BJP meeting While ordering the lathi charge the then Karnal SDM Ayush Sinha a 2018-batch IAS officer was caught on tape purportedly telling policemen to break the heads of farmers if they cross the line Following the incident farmers had been demanding suspension of Sinha who was on September 2 transferred out of Karnal and posted as additional secretary of Citizen Resources Information Department of Haryana The decision to set up the Commission of Inquiry to probe into the August 28 lathi charge at Bastara Toll Plaza was taken in a Cabinet meeting chaired by Chief Minister Manohar Lal Khattar The government set up the probe panel in a bid to ensure fair and transparent inquiry to ascertain the sequence of events leading to incidents at Bastara Toll Plaza in Karnal on August 28 an official statement said here The Commission of Inquiry will inquire into the circumstances leading up to and including the action by the police at Karnal on August 28 and the use of force against the demonstrators the statement said The Commission will also identify persons responsible for the said situation and will further inquire into the role of IAS officer Ayush Sinha the then sub-divisional magistrate Karnal in the action by the police on August 28 it said The commission will complete the probe and submit its report to the state government within a month The Haryana government had earlier this month ordered a magisterial probe into last months clash between farmers and police and had sent the allegedly erring IAS officer on leave Following this farmers had called off their sit-in outside the Karnal district headquarters Haryana Additional Chief Secretary Devender Singh had earlier said the probe will be conducted by a retired judge and will be completed within a month Former SDM Ayush Sinha will remain on leave during the time he had said PTI SUN VSD RAX RAX
New Delhi Aug 25 PTI The West Bengal government Wednesday told the Supreme Court that its two-member panel headed by former apex court judge M B Lokur will not proceed with the inquiry into the alleged Pegasus snooping matter till the pleas pending here have been heard A bench headed by Chief Justice N V Ramana on August 17 had issued notice to the Centre on a batch of petitions including the one filed by the Editors Guild of India seeking independent probe into the alleged snooping and said that it would take up the matter after 10 days and see what course should be adopted The pleas taken up earlier were related to reports of alleged snooping by government agencies on eminent citizens politicians and scribes by using Israeli firm NSOs spyware Pegasus As soon as a separate plea by NGO Global Village Foundation Public Charitable Trust against the setting up of the commission of inquiry by the West Bengal government came up for hearing on Wednesday the bench suggested to the state not to proceed with its inquiry saying If we are hearing other matters we expect some restraint Senior advocate Harish Salve appearing for the NGO said that there cannot be be two parallel inquiries Please see nothing is done in the proceedings there while this court is hearing the matter he said Senior advocate A M Singhvi appearing for the state government opposed Salves plea The case at hand is connected to other matters and in all fairness we expect you to waitwe will hear it with the other matters sometime next week the bench said adding that the petitions against Pegasus snooping allegations are likely to have pan-India impact You are forcing us to pass order the bench said as Singhvi submitted that nothing big is going to happen in few coming days Please say nothing I will convey it Singhvi said The apex court has now tagged the plea of the NGO with the similar petitions on the issue On August 18 the top court had asked the Centre and West Bengal government to respond to the plea challenging the setting up of the Commission by the state Advocate Saurabh Mishra appearing for the NGO had told the bench that the Commission should not conduct further proceedings and a public notice has been issued by it and proceedings are taking place on a day-to-day basis The counsel argued that the petition challenges the notification by the West Bengal government last month appointing the Commission on the ground of jurisdiction Solicitor General Tushar Mehta representing the Centre said he would be assisting the court on Constitutional questions involved in the matter This is unconstitutional is all I can say Mehta had said Former Supreme Court judge Justice Lokur and former chief justice of Calcutta High Court Justice Jyotirmay Bhattacharya are the members of the Commission of Inquiry announced by the West Bengal government last month The inquiry panel came into being after it was revealed that the Chief Ministers nephew and TMC MP Abhishek Banerjee was allegedly snooped on by the Pegasus spyware An international media consortium has reported that over 300 verified Indian mobile phone numbers were on the list of potential targets for surveillance using Pegasus spyware PTI SJK ABA SA
