New Delhi Jan 25 PTI The Department of Administrative Reforms and Public Grievances DARPG under the Union Personnel Ministry will collaborate with the government of Jammu and Kashmir for next-generation administrative reforms an official statement issued on Tuesday said The DARPG and the Jammu and Kashmir government will collaborate on creation of an online portal for monitoring progress in 58 District Good Governance Index Indicators adoption of e-HRMS in the Jammu and Srinagar secretariats and online monitoring of citizen satisfaction in 150 e-services through Jammu Kashmir e-services delivery assessment framework it said As a follow-up to the launch of the District Good Governance Index on January 22 by Union Home Minister Amit Shah the roadmap for three key good governance initiatives was drawn up in a meeting held on Tuesday between DARPG Secretary V Srinivas and Jammu and Kashmir Chief Secretary Arun Kumar Mehta Minister of State for Personnel Jitendra Singh and Jammu and Kashmir Lieutenant Governor Manoj Sinha were also present during the launch at convention centre Jammu The Jammu and Kashmir District Good Governance Index represents next generation administrative reform in benchmarking governance at district level said the statement issued by the Personnel Ministry The District Good Governance Index of Jammu Kashmir helps identify the impact of various governance interventions at district level and provides a futuristic roadmap for improving district level governance with targeted interventions it said To further strengthen the good governance model of Jammu Kashmir the 58 indicators of the District Good Governance Index would be monitored on a dedicated portal on and evaluated by an external agency the Centre for Good Governance Hyderabad the statement said The data collation formats would be decided by government of Jammu Kashmir and an online monitoring dashboard would be developed by NIC it said This exercise is expected to be completed by mid-February 2022 the statement said The Jammu Secretariat and the Srinagar Secretariat have been transformed into paperless secretariats with the adoption of e-Office version 70 it said Taking this initiative forward it was decided that e-HRMS software for digitalization of all employee records would be adopted by the government of Jammu and Kashmir the statement said The e-HRMS software provides for digitalization of employee service books leave and travel records of employees GPF gratuity and pension benefits into the e-office system it said A project proposal for adoption e-HRMS would be prepared by government of Jammu Kashmir in collaboration with DARPG The government of Jammu Kashmir has witnessed a significant transformation in the ease of doing business the statement said One hundred and fifty e-services are provided through digital platforms and the quality of these e-services and citizen satisfaction will be benchmarked by the Jammu Kashmir e-services delivery assessment with the objective to improve the ease of life of the common citizen improve efficiency and effectiveness of governance and administration it said Under this exercise the first set of data sets would be analyzed by next month The next meeting between DARPG Secretary V Srinivas and Jammu and Kashmir Chief Secretary Mehta would be held on February 7 the statement added PTI AKV CK

New Delhi Jan 19 PTI Union minister Jitendra Singh on Wednesday said the output of the employees in some cases has increased during the work-from-home regimeWork from home has also resulted in employees working on weekends and holidays to achieve the target given to them the minister of state for personnel saidSingh reached out to the employees of the Ministry of Personnel Public Grievances and Pensions working from home and also those in quarantine or infected with the coronavirusHe inquired about the well-being of each one of them and also asked them to share their experiences and suggestions according to a statement issued by the personnel ministrySingh lauded the efforts dedication and commitment of the officers and staff to ensure that the office functions without interruptions during the pandemic and noted with appreciation that the output has not suffered and in stead in some cases it has increased because of the target-oriented work culture with flexible timingsHe said the overall output was also better due to the near total adoption of the e-office modeSeveral officers and staff of the ministry shared their experiences online with the minister and reiterated their commitment to the target-oriented work culture it saidSingh assured those affected by the pandemic and their family members of all help and support from the ministry the statement said A Virtual Private Network VPN connection has been provided to all the employees to facilitate work from home it addedSingh said pregnant women and divyang differently-abled employees have been exempted from attending office and the physical attendance of government servants below the level of undersecretary has been restricted to 50 per cent of the actual strength and the remaining 50 per cent shall work from homeHowever the minister said the officials and staff who are not attending office and are working from home shall remain available over the phone and through other electronic means of communications at all timesHe advised all the officers and staff to ensure a strict compliance of Covid-appropriate behaviour including frequent washing of hands or sanitisation wearing face masks or face covers and observing social distancing all the time Proper cleaning and sanitisation of the workplace particularly the frequently-touched surfaces may also be ensured he addedDuring the meeting Singh noted with satisfaction that all the eligible employees aged 18 years and above were fully vaccinated against Covid and made a general appeal to those who are yet to get inoculated against the viral disease to get the jabs immediatelyThe minister was apprised that of the 663 officers and staff of the Department of Personnel and Training DoPT 46 tested positive for Covid with mild symptoms and 20 of them have recoveredSimilarly eight of the 158 employees in the Department of Administrative Reform and Public Grievances DARPG and six of the 58 employees in the Department of Pension and Pensioners Welfare DoPPW got infected during the third wave of the pandemic However not a single case of hospitalisation was reported the statement saidSecretary DoPT P K Tripathy Secretary DARPG and Pensions V Srinivas Additional Secretary DoPT Rashmi Chowdhary Additional Secretary and Establishment Officer DoPT Deepti Umashankar Jaya Dubey Joint Secretary DARPG and other senior officials attended the meeting PTI AKV RC

New Delhi Dec 18 PTI A Parliamentary panel has asked the Department of Administrative Reforms and Public Grievances DARPG to impress upon central government ministries to regularly review grievances raised in print and electronic mediaIn its report titled strengthening of grievance redressal mechanism of government of India the panel noted that in their eagerness to comply with established instructions grievances are increasingly being disposed of by some departments or organisations simply with the suggestion to approach another agency sometimes a subordinate officeIn some cases the grievance is being re-sent to the agency against which the complaint is made and in some others the online grievances are being disposed with the advice to take the grievance to the portal of the agency or some complaint committee it saidThe committee noted that DARPG has instructed the ministriesdepartments to give valid reasons for closureHowever in many cases this is not being done The Committee impresses upon the ministriesdepartments to strictly comply with the instructions issued by Department of Administrative Reforms and Public Grievances from time to time in respect of grievance redressal the report saidThe panel recommended that a dedicated portal on public grievance redress run by the DARPG should play the role of facilitator for the public without impinging on the nature of federalismThe committee has observed that many grievances received on Centralised Public Grievances Redress and Monitoring System CPGRAMS are related to state governments and in several of these cases the petitioner was asked to approach the state government and the grievance was disposed rather than forwardedThere was no redressal it said recommending that the CPGRAMS play the role of facilitator for the public without impinging on the nature of federalismThe performance of states on the portal can be left to them but the facilitation responsibility of the Centre cannot be shed when a public grievance is registered and there is a jurisdictional conflict involved said the report by the Department-Related Parliamentary Standing Committee on Personnel Public Grievances and Justice headed by BJP leader Sushil Kumar ModiThe Committee recommends DARPG to impresss upon ministries departments to undertake a regular review of grievances which are raised in print and electronic media and include the analysis in the quarterly report submitted to the DARPG it saidIt should also ensure that the review undertaken by them and the action taken on the suggestions are put on its website the report saidThe committee noted that CPGRAMS has not been uniformly operationalised in all organisationsBesides wide variations are apparent across the ministries departments and other organisations in respect of the extent of commitment framework and processes instituted and the capacity to handle grievances Some organisations have not taken any initiative in this regard said the report tabled in the Parliament on December 10Efficiency and effectiveness of the administrative processes and polices are directly dependant on the state of public grievances in any organisation it saidTimely ventilation and redressal of grievances are necessary for any citizen friendly administration Therefore the Committee recommends that there should be an overall reviewevaluation of the procedure of handling grievances of the ministries departments organisations in the government of India the report saidThe committee recommended the DARPG to strengthen public interface mechanisms for redress like lok adalats and jan sunvais wherever feasible taking it to the doorstep of the people needing redress it saidIt also recommended that feedback and suggestions on the performance of grievance redressal system should be taken from the public in order to improve the effectiveness efficiency and credibility of grievance redress mechanism and grievance prevention possibilitiesBest suggestions should be rewarded and their implementation and value addition should be highlighted for improving the credibility of the system the report saidThe panel was pleased to note that DARPG is gradually making way for one nation one grievance redressal portalHowever the committee recommends the department to ensure that certain features are incorporated while integrating CPGRAMS with state portals namely identifying right stakeholders for redressal facility of auto forwarding delayed or specific kind of grievances to right teamperson among others it said PTI AKV AKV TIR TIR
