New Delhi Apr 22 PTI Within three weeks of lifting its mask mandate the Delhi government Friday made masks mandatory at public places with immediate effect and imposed a fine of Rs 500 for any violation as coronavirus cases rise in the city againHowever those travelling together in a private four-wheeler are out of the purview of the new rule according to an order issued by the citys Health and Family Welfare Department Though the order does not mention if people travelling in hired cabs and taxis are required to wear masks a senior official said they are not exemptThe mask mandate will also be in force inside metro trains and DTC and Cluster busesIn view of the latest guidelines the Delhi Metro Rail Corporation DMRC said in a statement that flying squads will be deployed to ensure that the Covid safety protocol including the mask mandate is adhered to by passengers inside trains and premises it saidPassengers will be counselled to ensure strict adherence to the guidelines and offenders will even be penalized on the spot if required added the statementThe Delhi Disaster Management AuthorityDDMA had in a meeting last Wednesday decided to make masks mandatory at public places with a fine of Rs 500 for any violationThe DDMA meeting attended by Lt Governor Anil Baijal and Chief Minister Arvind Kejriwal among others had noted that Covid case positivity rate has been increasing in Delhi over the past fortnight In its order on Friday the DDMA said it took the decision on fine after examining all relevant facts related to the issue of penal provisions for not adhering to the protocol of wearing masks at public placesA fine of Rs 500 for not wearing of face mask in all public places in Delhi will be imposed from immediate effect till further orders the DDMA said On April 2 the Delhi government had lifted the penalty of Rs 500 for not wearing face masks at public places as cases were fairly under control for a few weeks before that As far as people travelling an private vehicles are concerned the Delhi government has modified its rules on at least two occasions this year On February 4 the DDMA had allowed single person travelling in a private vehicle to remain without masks From February 26 however it tweaked the rule to say that no fine for violating the mask norm will be imposed on people travelling together in a private vehicle Coronavirsu cases and positivity rate have been on the rise for the past few days in the national capitalOn Thursday it logged 965 fresh cases and one death A day before on Wednesday the number of fresh cases had crossed 1000 mark PTI VIT TIR TIR
New Delhi Mar 27 PTI Starting Monday commuters of the Delhi Metro can participate in an online survey conducted by a global transport body across various parameters including availability accessibility and security officials said on Sunday The Transport Strategy Centre TSC London which manages the CoMET Community of Metros will be conducting the Ninth Online Customer Satisfaction Survey from March 28 to May 1 they said The main objective of the survey is to know what the commuters think about various aspects of metro operations and can give feedback or suggestions on improving the quality of service the Delhi Metro Rail Corporation DMRC said in a statement Commuters who wish to participate in the survey can visit DMRCs official website and submit it online by clicking the relevant links The survey form will be available in both English and Hindi it said The statement said that the commuters will be able to give their feedback on all the important aspects of metro functioning such as -- availability accessibility reliability information availability quality of service customer care safety and security ease of use information prior to travel and during the travel comfort and crowding Member metros of the COMET group across the world are participating in this survey to find out what their passengers think of the service they provide The results of the survey will help them to learn good practices which are admired by commuters and work toward giving customers even better service it added PTI KND CK

New Delhi Dec 22 PTI The Delhi High Court on Wednesday directed the Delhi Metro Rail Corporation DMRC to file an affidavit furnishing the details of its bank accounts along with the balance amount in connection with a Reliance Infrastructure subsidiarys plea for the execution of an arbitral award of over Rs 4600 crore against itJustice Suresh Kumar Kait noted that the DMRC has Rs 164269 crore available in its bank accounts and said that if the Delhi Airport Metro Express Private Limited DAMEPL does not want to accept the corporations offer of taking over its debts to the extent of the award the court cant force it to do soDAMEPL says if it has money in hand in escrow account at least it can bargain with banks for restructuring etc Suppose it passes on total liability to you to pay to the lenders it will lose the bargaining power It is a decree holder you DMRC are a judgement debtor If your offer is accepted no issues But when it is not accepting that this court cant force it that you accept in this fashion the judge saidThe judge further observed that while the attachment of the DMRCs properties was not permitted there was no such embargo with respect to its bank accountsHere properties cannot be attached as per Section 89 of The Metro Railways Operation and Maintenance Act 2002 The option left with court is that how much money is left in the bank account That can be taken care of the court statedThe DMRC is directed to furnish the details of banks accounts in Delhi or outside Delhi It will also be mentioned in the affidavit how much amount is lying in a particular account the court orderedLawyer Prateek Seksaria appearing for DAMEPL informed that its lenders have rejected the DMRCs proposal of taking care of its liabilities and contended that no special treatment can be given to the government in the present execution proceedingsThe government should set an example by paying the award instead argued the lawyer who claimed that even after the DMRC deposited Rs 1000 crore in the escrow account over Rs 6000 crore was still due He submitted that DAMEPL is entitled to the amount awarded in the arbitration proceedings as well as the benefit of any surplus which may be utilised to restart its businessesDAMEPLs counsel further relied on the DMRCs affidavit to state that the corporation has over Rs 5800 crore in its bank accounts as on December 17 with Rs 1642 crore being its earning and over Rs 2400 crore and Rs 1700 crore being its project allocation fund and deposit fund respectivelyHe prayed that at least the admitted earnings of the DMRC should straightaway be appropriated towards execution of the awardSolicitor General Tushar Mehta and senior advocate Parag Tripathi appearing for the DMRC told the court that they have no instructions with respect to the banks concerned rejecting the proposal and reiterated that the corporation taking over DAMEPLs debts to the extent of the award and negotiating with the lenders would be in public interestThe government says we are in negotiations with the bank Reliance the award holderthey come and say that banks are interested in we DAMEPL getting the money and they have rejected the governments proposal If this is so this is very seriousSomething needs to be examined by the banking division also the solicitor general statedTripathi urged the court to grant the DMRC an opportunity to work out a solution and submitted that if the bank accounts are attached and metro services are stopped nobody would gain anythingIf metro is stopped tomorrow there will be a huge issueI will work it out because as an instrumentality of the state when I sit with the banks the ability to get a roll over of the amount as a loan from bank will be much greater he saidThe DMRC had told the court that it would deposit Rs 1000 crore in favour of DAMEPL while suggesting taking over its debt to the extent of the award moneyThe DMRC had stated that since the corporation was facing a financial crunch undertaking a sudden liability would impact public interest and authorities were therefore working out a solutionIt had also claimed that the amount liable to be paid was approximately Rs 5000 crore which was lesser than DAMEPLs claimAn arbitral tribunal in its May 2017 award had ruled in favour of DAMEPL which had pulled out from running the Airport Express metro line over safety issues and accepted its claim that the running of operations on the line was not viable due to structural defects in the viaduct through which the train would runThe concession agreement between the two was signed on August 25 2008 Under the agreementthe DMRCwas to carry out the civil works excluding at the depot and the balance including the project system works were to be executed by DAMEPL a joint venture of Rinfra and a Spanish construction company -- Construcciones Y Auxiliar De Ferrocarriles -- with a shareholding of 95 and five per cent respectivelyThe Airport Express line was commissioned on February 23 2011 after an investment of over Rs 2885 crore funded by the DAMEPL promoters fund banks and financial institutions In November the Supreme Court had dismissedthe DMRCs New Delhi Dec 20 PTI The Delhi High Court Monday refused to entertain a plea claiming inaction by the authorities in relation to certain alleged defects in the double decker viaduct metro rail project in northeast Delhi A bench of Chief Justice D N Patel noted that the application formed part of a plea which was earlier disposed of with a direction to the authorities concerned to look into the alleged concerns and the petitioner was thus free to prefer a plea for contempt in case of a grievance The bench also comprising Justice Jyoti Singh said that it would not revive the proceedings in the case and dismissed the application In September the high court had directed the Delhi government to consider as representation the petition filed by advocate S D Windlesh and Jain Arogya Naturocare Welfare Society in accordance with rule law and government policy as expeditiously as possible The petition had alleged defects in the project of double decker viaduct pink line of Delhi Metro Rail Corporation DMRC in northeast Delhi on the ground that it will lead to cutting of thousands of trees and inconvenience to people It appears that the project has already been approved by the concerned respondents Keeping in view the nature and importance of the project we direct the respondent no 2 Delhi government and such other responsible respondents to decide the representation in accordance with rule law and government policy as expeditiously as possible the court had said while disposing of the petition The petition had alleged that there were serious and basic inherent defects in the project on road no 59 and if it is allowed to be executed the project will create havoc and lead to cutting of thousands of 50-70-year-old trees According to the plan the double decker viaduct will have metro tracks on the upper deck and a flyover for vehicular traffic beneath on a 14 km-stretch between the Yamuna Vihar and Bhajanpura stations The petitioner had alleged that implementation of such a badly designed and technologically poor project shall not only ruin thousands of crores of public money but would also be inconvenient to public and create traffic problems for ever if the project is not modified or reviewed The proposed plan of the extended pink line on road no 59 is the most defective piece of modern technologyarchitectdesign which will prove nuisance to more than 20 lakh population of this area most of which belongs to poor strata and poor people are cycling to their place of work and will have to climb up and down not once but six times in order to cross 7 km of road no59 it had said PTI ADS SMN SMN
