New Delhi Mar 28 PTI The Delhi government has issued a gazette notification regarding signing of agreement between the governments of states falling in the National Capital Region on seamless movement of passenger vehicles in the region officials said The agreement has been signed between the governments of Delhi Uttar Pradesh Haryana and Rajasthan for single-point taxation for mass public transport vehicles of state corporations which will ensure smooth movement of passenger vehicles The Combined Reciprocal Common Transport Agreement CRCTA provides for countersigning of permits and licenses for motor cabs taxis auto-rickshaws registered in NCR for seamless movement Lt Governor of National Capital Territory of Delhi hereby publish the Combined Reciprocal Common Transport Agreement among the Governments of Delhi Haryana Rajasthan and Uttar Pradesh for unrestricted movement of interstate Contract Carriage and Stage Carriage vehicles in National Capital Region comprising parts of adjoining States to National Capital Territory of Delhi the gazette notification stated It said that in the interest of facilitating development of an effective transport system in the NCR comprising parts of adjoining states to Delhi there is dire need for unrestricted and seamless movement of interstate traffic reduction of pollution and aim for removal of bottlenecks on roads in the region Contract Carriage such as cab and autos will be required to be countersigned by other participating states on being issued by any of these states Such vehicles may move unrestricted in such other participating states the notification said No additional permit or license charges would be required to be paid in addition to license charges paid in the state where the vehicle is registered in NCR However countersigning of the permitslicenses for these vehicles would be required it said The age of the Stage Carriage vehicles as well as Contract Carriage vehicles shall be limited to 10 years for diesel vehicles and fifteen years for petrol and CNG vehicles till any further directions are issued in this regard the notification said It is necessary to make a reciprocal common agreement among NCR constituent states to help rapid economic development the notification said It said that in case of Stage Carriage carrying daily commuters the number of boarding and alighting points in Delhi would be as per mutual agreements between the states The time table for stage carriages shall be fixed by the state transport authority PTI AKM AQS AQS

New Delhi Oct 28 PTI The Delhi Police on Thursday night started removing roadblocks placed at the Tikri border point where farmers have been protesting against the Centres three farm laws with sources indicating that one carriageway of the road will open in the coming daysThe move comes days after a Supreme Court hearing that saw farmer unions arguing that the police were responsible for the blockade at the Delhi bordersThe police had put multiple layers of barricades on the roads complete with giant nails and huge concrete blocks as thousands of farmers had tried to cross Delhi borders in November last yearFour out of the eight layers of barricades at the Tikri border have been removed However the cement barricades are still there and the road remains closed for commuters an officer said In videos doing the rounds on social media JCB machines were seen removing blockades at the Tikri borderSources in the Delhi Police said that such exercise is likely to be launched at Singhu and Ghazipur border points in the coming daysThousands of farmers have been camping at the three borders points --- Tikri Singhu and Ghazipur --- protesting the Centres three farm laws since November 26 2020About the removal of blockades at the Tikri Border on Thursday night a senior police officer said some layers of barricades that were placed by the police have been removed The arrangement at the Tikri border in terms of infrastructure has been reduced Seven to eight layers of different types of barricades were placed earlier and we have removed some of them the officer saidThis is done as a move to open the road for traffic soon he saidAt present there is no traffic flow as the roads are closed Barricades will be completely removed soon to slowly ease the flow of traffic the officer addedThe Supreme Court on October 21 had said farmers protesting at Delhi borders against the three farms laws have the right to agitate but they cannot block roads indefinitely even as the farmer unions and the government got embroiled in a blame gameWhile the farmers unions alleged that the police were responsible for the blockade as it suits them to allow a feeling among citizens that farmers are blocking the road the Centre said there was an oblique purpose behind the protestsAfter the court hearing the Bhartiya Kisan Union BKU whose supporters and office-bearers led by Rakesh Tikait are camping at Ghazipur on the Delhi-Uttar Pradesh border since November 2020 had said the barriers at the protest site have been put by the Delhi police and not farmersTikait the national spokesperson of the BKU said protesters at Ghazipur have cleared the path on a service lane leading to the national capital but Delhi Polices barricades were still present there PTI AMPNIT BUN NSD NSD
New Delhi Sep 30 PTI How can highways be blocked perpetually the Supreme Court wondered on Thursday while referring to road blockades by farmers protesting at Delhi borders against the three farm laws passed last year and said it is the executives duty to implement the law laid down by the courtThe top court allowed the Centre to file a formal application to make farmer unions party to the plea seeking opening of road blockade at Delhi-Uttar Pradesh border at UP Gate hereA bench of Justices Sanjay Kishan Kaul and M M Sundresh said The redressal of problems can be through judicial forum agitation or through Parliamentary debates But how can the highways be blocked and this is happening perpetually Where does this end The top court was hearing a plea of a NOIDA resident Monicca Agrawaal who has sought removal of blockade saying that earlier it took 20 minutes to reach Delhi and now it is taking over two hours and people of the area are facing hardships due to protests at the UP Gate on Delhi borderAt the outset the bench asked Additional Solicitor General K M Nataraj what is the government doing in the matterNataraj said that they had convened a meeting with the protesting farmers and details have been mentioned in the affidavitThe bench said We may lay down a law but how to implement the law is your business The court cannot implement it It is the executive who has to implement itSolicitor General Tushar Mehta said that it is the duty of the executive to implement itThe bench said When we lay down the law you will say it is encroachment and we trespassed into the domain of the executive This has ramifications but there are also grievances which need to be addressed This cannot be a perpetual problemMehta said that when it is invited then it will not be encroached uponHe said that at the highest level a three-member committee was formed to address the grievances but the farmers representatives who were invited refused to join in the discussionsMehta said the court should allow the petitioner to make the farmers union party to the petition so that later they dont say that they were not made parties in the matterThe bench told Mehta that it is he who will have to move an application for making farmers representative party as the petitioner a private individual may not know who their leaders areIf you feel that someone is to be made party you will have to make a request You move a formal application giving details about the steps taken to resolve their grievances and how the impleadment of representatives of farmers will help in the resolution of the dispute the bench said while listing the plea for hearing on October 4Mehta said that they will file the application by FridayOn August 23 the top court had said that the Centre and Delhis neighbouring states should find a solution to road blockades on the national capitals borders due to farmers protestIt had told the Centre why the government cant find a solution to this problem as though farmers have the right to protest but at the designated places and due to the protests inflow and outflow of traffic cannot be disruptedThe top court had said that this will have an impact on toll collection as well because vehicles will not be able to pass through due to the blockadesIt had then ordered Solution lies in the hands of the Union of India and the concerned state governments They have to coordinate to find a solution that when a protest takes place roads are not blocked and traffic is not disrupted to cause inconvenience to the common peopleThe Solicitor General had said that if the court is willing to pass some orders then two farmers unions can be made parties and he can give their namesThe top court had said that tomorrow another two unions will come forward and say they represent the farmers and this will go onOn March 26 the top court had issued notice to Uttar Pradesh and Haryana on the pleaThe Uttar Pradesh government has said in its affidavit that continuous efforts are being made to remove the blockade at the Delhi-UP border and there at present about 141 tents and 31 langars around the area and the protestors have installed a platform on the flyover from where the leaders give speeches a media house has also been made below the flyoverSimilarly the Haryana government also told the top court that protesters staging dharna at Singhu border have been camping on about 6 kilometres stretch of lanes of NH-44 since November 27 last yearThe farmers are protesting against passage of three laws-Farmers Produce Trade and Commerce Promotion and Facilitation Act 2020 Essential Commodities Amendment Act 2020 and Farmers Empowerment and Protection Agreement on Price Assurance and Farm Services Act 2020Initially the protests started from Punjab in November last year and later spread to Delhi Haryana and Uttar Pradesh and some other parts of the country PTI MNL SA
