DCW issues notice to DUSIB over lapses in shelter for mentally challenged women

New Delhi Mar 26 PTI The Delhi Commission for Women DCW has issued a notice to the Delhi Urban Shelter Improvement Board DUSIB over serious lapses being found in a shelter home for mentally challenged women in Subzi Mandi area here A notice has also been issued to the Delhi Police over the rape of an inmate and a former staffer of the shelter home DCW chairperson Swati Maliwal and some members of the panel visited the shelter home being run by NGO Ashray Adhikar Abhiyan The commission found that the shelter housed nine mentally challenged women and girls the DCW said It was seen that no restoration efforts were being undertaken by the shelter for the women some of whom had been living in the shelter since 2014 It was found that proper case files were not maintained and there were no file notings or official records in any of the files it said The DCW also found that no steps were taken to initiate police action in the cases involving inmates The panel also said that proper health records of inmates were not being maintained even though all of them were prescribed medicines by the Institute of Human Behaviour and Allied Sciences IHBAS The commission also observed that the shelter was being run by untrained staff and no SoPs were there to deal with the women and any emergencies arising at any time It also found that the facility had no guard during the day When the commission entered the shelter at 6 pm there was no one at the gate and no visitor registers were being maintained it said The commission also noted lack of training or recreational activities for the residents who remained inside throughout the day A former staffer of the home also told DCW that she and a 25-year-old resident of the shelter were raped by two men The Delhi Police has registered an FIR in the matter and is investigating the allegations However no arrests have been made till now the staffer alleged The commission has issued a notice to the DUSIB seeking a detailed action taken report on its observations The commission has asked the DUSIB to provide file noting of the decisions under which this shelter home for mentally challenged persons was set up along with SoPs It has sought copies of reports of inspections conducted by DUSIB officials of this shelter It has also asked for details of action taken against officials and NGO in the matter The commission has also issued a notice to the Delhi Police seeking urgent arrests in the matter along with protection for the survivors The authorities have been given time till 4 pm on March 28 for submission of the replies PTI SLB SMN

New Delhi Nov 19 PTI The Delhi High Court has sought the response of the Ministry of Housing and Urban Affairs and Delhi government on a plea by over 60 families whose shanties were removed from Gol Dak Khana seeking allotment of flats as part of the rehabilitation schemeJustice Rekha Palli issued notice to the Ministries of Housing and Urban Affairs and Urban Development Delhi government and Delhi Urban Shelter Improvement Board DUSIB on the petition and listed the matter for further hearing on December 3 when the court will consider whether there is a necessity for passing directions for the filing of the counter affidavitThe petition said these 61 petitioners and their families were illegally evicted from Gol Market in Central Delhi in 2010 and in compliance with an October 2011 order of the authorities they are staying at a community centre which is a shelter home and awaiting rehabilitationIt said the eligibility of petitioners for rehabilitation was established and full payment has been made to the authorities for rehabilitation under a 2015 policy of the Delhi government as per which the eligible families will get ownership rights over the allotted apartmentThe plea challenged a December last year circular issued by the Ministry of Housing and Urban Affairs as per which all the vacant and under-construction houses constructed under the erstwhile schemes -- Jawaharlal Nehru National Urban Renewal Mission JnNURM and Rajiv Awas Yojana RAY be available for affordable rental houses for urban migrants and poorThe petitioners submitted that even though they were entitled to be allotted flats by DUSIB and the Ministry of Urban Development as a part of the rehabilitation scheme they have not been allotted the same on account of the December 2020 circular of the Ministry of Housing and Urban AffairsThe counsel said that the circular has been issued by the ministry without taking into consideration the effect of court orders passed earlier and that the DUSIB has already received a huge amount towards the cost of constructing these flats PTI SKV SKV RKS RKS

New Delhi Nov 18 PTI The East Delhi Municipal Corporation EDMC has issued 140 challans worth over Rs 18 lakh against violators so far in November in its bid to curb air pollution in the area officials said on Thursday EDMC authorities have been taking a slew of measures in over the last few weeks to tackle rising pollution in the city In November a total of140 challans have been issued amounting to Rs 1895000 against defaulters of air pollution in Shahdara North Zone of the EDMC till date the civic body said in a statement EDMC has initiated a comprehensive action plan to mitigate air pollution It has constituted several teams to carry out field inspections to keep round-the-clock vigil against garbage burning biomass burning illegal dumping of construction and demolition CD waste and polluting industrial activities Several water sprinklers have also been deployed to control dust pollution by spraying dust suppressants officials said Since the government has imposed a complete ban on construction activities in view of rising pollution levels the EDMC has confiscated seven vehicles allegedly carrying CD waste and construction material according to an EDMC statement Punitive action is being taken against both institutional entities as well as individuals contributing to air pollution A special drive has been launched to monitor and prevent activities adding to air pollution in the areas of Sonia Vihar Karawal Nagar and Wazirabad Road it said Individual owners and builders found continuing with construction activities have been issued heavy challans under National Green Tribunal Act and Environment Protection Act Agencies like the PWD DDA and DMRC have also been fined heavily under the provisions of the above Acts it added One challan of Rs 50000 against MRTS in Sonia Vihar area a singlechallan of Rs 50000 against BSES in A-Block in Gokulpuri and one challan of Rs 50000 against DUSIB in the same area among others have been issued by Maintenance Divisions in Shahdara North Zone the statement said PTI KND HDA
