New Delhi Mar 30 PTI Delhi Food and Civil Supplies Minister Imran Hussain on Wednesday conducted a surprise inspection of a ration shop in Laxmi Nagar where he found several irregularities prompting him to order an inquiry an official statement saidDuring the inspection the minister observed that two E-Pos devices were being used by the fair price shop FPS dealer instead of the single allocated E-Pos device The investigating team has been directed to conduct a thorough investigation it saidThe statement said that operating E-Pos machine other than the one allocated for the FPS is a serious violation of the law which indicates diversion and misappropriation of subsidised ration by the dealerHussain observed that a godown was also being operated in the adjoining premises of the ration shop against departmental norms The minister showed his displeasure and directed the commissioner food and civil supplies to submit a detailed action taken report against the FPS dealer for violating departmental norms prohibiting the operation of godown from the FPS premises the statement said PTI AKM ANB ANB

New Delhi Dec 19 PTI The Delhi government has asked officials to transfer excess ration at fair price shops FPS in different zones of the city to those nearby FPS where the ration is required or can be accommodated department officials said on SundayThey said a circular in this connection has also been issued by the Food and Civil Supplies DepartmentIn the circular issued on Friday the department said that several requests are being received in distribution branch regarding storage issues being faced by FPS owners due to the closing balance of previous months left unadjusted in future allocationsPresently allocation is being generated to the full entitlement without adjustment of the previous months closing balance in order to cater to the increasing demand of One Nation One Ration Card ONORC or migrant beneficiariesIn view of requests received from FPS licensees regarding excess stock of closing balance lying at FPS the concerned zonal assistant commissioners after examining the exact situation and with due consent of concerned FPS owners may undertake stock transfer strictly through online mode from the FPS where excessive stock is available to any other FPS where stock is required or can be accommodated the circular saidIt however clarified that the cost of transportation will not be borne by the departmentThe Delhi government distributes free ration to beneficiaries under the National Food Security Act NFSA 2013 and the Pradhan Mantri Garib Kalyan Anna Yojana PMGKAY through electronic point of sale devicesIt has also implemented ONORC scheme in July this yearUnder the ONORC scheme people holding a ration card under the NFSA can collect their monthly quota of food grain from any fair price shop across the countryDelhi has 1778 lakh cardholders and has around 7277 lakh beneficiaries The city has over 2000 fair price shopsAccording to officials the department also said that excess ration from one FPS can be send to ration distribution shops in other zones as well if there is no dearth of ration at FPS in the same circleSuch transfers may be done preferably within the same circle and if not possible within the circles of same district However such transfers may also be allowed to any FPS across Delhi even outside the district subject to due online entries on the designated portal or login ID of the concerned zonal assistant commissioners the circular saidIt added that the concerned zonal assistant commissioner shall be liable to ensure no pilferage or diversion occurs while undertaking the transfer process and stock are correctly reflected on ePoS machines of concerned FPS after any such transfer PTI AKM TIR TIR

New Delhi Oct 20 PTI It is in the states interest to ensure citizens get subsidised foodgrains easily the Delhi High Court said as it asked the Delhi government to examine the feasibility of opening fair price shops in localities from where the nearest outlet is 25 km awayHearing a plea by residents of the Rajiv Ratan Awas Yojana Phase-2 Baprola for opening of a fair price shop FPS in the area Justice Najmi Waziri said it is appropriate that an FPS is opened either in the locality itself or in its immediate vicinity so that the poorest of the poor are served well by the stateThe Delhi government told the court that since there are only 320 ration card holders in the area it might not be feasible for an FPS licensee to operate a shop there with a small amount of margin-money of Rs 2 per kilogram of foodgrains as each FPS caters to about 1000 ration card holdersThe court noted that under the guidelines issued by the Delhi government for allotment of FPS outlets in certain special circumstances such as for areas inhabited by poorer sections of the society an FPS can be opened for lesser numbers as wellIn the special facts and circumstances it is appropriate that the Delhi government open an FPS in the aforesaid place or in the immediate vicinity as indicated hereinabove so that the poorest of the poor are served well by the state It is in the interest of the state to ensure that citizens do not have to chart their ways through difficult areas simply to get foodgrains at subsidised prices the judge opined in his order passed on October 12Let the GNCTD look into the matter afresh the judge added as he sought a compliance affidavit by November 30The residents of the locality moved the court earlier this year alleging that they were to be provided a FPS in the vicinity of their residential colony but no such development has taken place in more than two yearsThe counsel for the petitioners said more than 800 families residing in the colony seek an FPS and that a portion of the community centre in the area has already been earmarked for itThe court was informed that the residents seeking the opening of an FPS belonged to the economically weaker section and had to walk through deserted stretches and forest areas to fetch rations from an outlet located approximately 25 km awayThe morsel of food comes at a palpable cost to the safety and security for such residents the plea saidThe matter would be heard next on December 8 PTI ADS IJT

New Delhi Oct 19 PTI The Delhi government has withdrawn its order asking fair price shops FPS to remain open all seven days of the week and in a new directive allowed a weekly off for such shops owners in the city officials said on TuesdayThe move comes following the high court directions to allow such ration distribution shop owners to take an off once a week The Delhi High Court on September 23 in its order said that owners of fair price shops in the city will be permitted by the government to have a weekly off to enable them to function efficientlyThe Department of Food Supplies and Consumer Affairs of the Delhi government on Monday issued an order to implement the high court directivesThe High Court of Delhi in its order dated 2392021 has modified its earlier order dated 27042021 to the extent that Fair Price Shop owners will be permitted to have a weekly off to enable them function efficientlyAccordingly in compliance of the latest directions of the High Court of Delhi the instructions of the department issued wide order dated 05052020 on distribution of food grains to beneficiaries on all seven days of the week are hereby withdrawn the Food and Supply department said in the order The city has over 2000 fair price shops Delhi has 1777 lakh card holders and has around 7278 lakh beneficiaries According to Delhi government officials the Delhi High Court in April last year had directed the government to ensure distribution of food grains from FPS to the needy people on all seven days of the week Following the courts order we had made it mandatory for all fair price shops to operate all seven days of the week But now since the high court has modified its directions we have allowed the shop owners to take a weekly off a senior official of the department told PTIThe Delhi government distributes free ration to beneficiaries under the National Food Security Act NFSA 2013 and Pradhan Mantri Garib Kalyan Anna Yojana PMGKAY through electronic point of sale devicesThe government has also started distribution of ration under One Nation One Ration Card ONORC scheme from July this year PTI AKM DV DV
