New Delhi Apr 26 PTI A 66-year-old woman was arrested on Tuesday for allegedly cheating a private bank after availing credit facilities for Rs 19 crore using forged documents police said Rashmi Seengal resident of Gurgaon was arrested by the Economic Offences Wing in connection with a case registered against her in 2016 they said Police said the concerned bank approached them with a complaint alleging that the accused company Compact Disc India Ltd through its directors -- Suresh Kumar Seengal and his wife Rashmi Seengal -- approached them for availing credit facility in the form of working capital A credit facility of Rs 19 crore was sanctioned by the bank to the alleged company in August 2008 against the hypothecation of companys stock-in-trade work in progress finished goods etc including the plant and machinery they added According to the complainant the promoters of the company also executed their personal guarantee and submitted the statement of their financial worth Further the company submitted the bills of material exported to another firm and assured repayment of loan amount within 90 days after receiving the payment from the importer When the borrower company failed to repay the outstanding amount it offered to repay the same through equitable mortgage of the assets Later on when the bank conducted its inquiry it found that the money disbursed by it was diverted to associate companies the complainant alleged When CA Suresh Kumar Goyal associated with the accused couple was interrogated he disclosed that his signatures are forged on both the financial worth certificates dated September 11 2008 It was also found that the money disbursed by the bank was diverted to associate companies by the accused Original financial worth certificates were obtained and were deposited in FSL Rohini a senior police officer said The accused duo -- Suresh Kumar Seengal and his wife Rashmi Seengal -- were absconding and changing their whereabouts Meanwhile a letter was sent to the Immigration Department Delhi requesting it to issue a Look Out Circular LOC against both the accused the officer said On Monday we got information from the Immigration Department that Rashmi Seengal was detained at IGI Airport Delhi Thereafter accused Rashmi was produced before the Duty Magistrate Patiala House Court and after getting the requisite permission she was arrested on Tuesday said M I Haider Deputy Commissioner of Police Economic Offences Wing The accused has been sent to 14 days judicial custody police said adding further investigation is underway PTI AMP CK

New Delhi Dec 19 PTI The Forensic Science Laboratory at Rohini has helped the Delhi Police solve 22 cases of animal slaughter since August using the mitochondrial DNA technology with officials saying its the first lab in north India to deploy the technique to identify the animal and ascertain its sexFSL senior scientific officer Naresh Kumar said that after they started probing wildlife-related crimes using the technology in August this year the Delhi Police has approached them with 35 cases of suspected cow or buffalo slaughterSo far we have solved 22 cases and are now working on the remaining cases as well As per our analysis maximum of these cases are related to cow slaughtering he saidTaking a step towards probing wildlife-related crimes the FSL at Rohini deployed an automated DNA extraction instrument and a Real-Time PCR instrument based on mitochondrial DNA technology -- Mitochondrial DNA is the physical embodiment of genetic information encoded in mitochondrion -- to identify the animal and its sexFSL director Deepa Verma said it is the first time that mitochondrial DNA technology is being used in north India in analysing and determining the sex of the animal samplesWe began with cow and buffaloes but slowly we have started identification of chicken meat as well she told PTIPolice officials in Delhi said the facility will help them solve cases of illegal slaughter expeditiously as they have to wait for long duration when they send the samples outside the cityRecently a man was arrested in north Delhi district over suspected cow slaughter but the samples were sent to the Forensic Laboratory in Hyderabad and the report is still awaited police officials saidThey said slaughter of certain animals hurts the religious feelings of people so police need to take expeditious action in such cases to avoid any tensionCiting the Delhi Agriculture Cattle Preservative DACP Act 1994 FSL senior scientific officer Naresh Kuma said the purpose is to restrict the slaughter of prohibited animals be it a cow or a buffaloDuring the probe of animal slaughter even though a case is registered the police depend on forensic evidence to first identify the species through the meat recovered and then to determine its sex he saidWhen someone is caught and claims he was transporting buff yet it is an illegal act of slaughter which also comes under the Animal Slaughtering Act he told PTIHe said apart from cow and buffalo meat the lab now can also identify chicken meat after we started getting queries in one-two cases where the client being strictly vegetarian wanted to know if they were delivered non-vegetarian foodSo that is a new species added to the facility for identification A senior Delhi police officer explained how the facility helps them solve animal slaughter cases expeditiouslyWhen the identity of the animal is very clear right at the scene of crime one need not take the help of forensic experts he said But in cases where one gets only remains blood samples or flesh the forensic report helps ascertain the identity of the species The testing facility also helps in curbing the serious issue of meat adulteration FSL officials said Citing a recent case a senior FSL official said We got a case where suspected mixture of two meats was being illegally transported in a car and all we got was the blood samples of the mixed meat from the vehicle So in that case based on the blood samples we identified it had both cow and buffalo meat Elaborating the procedure followed during the identification of the sample sent by the police for determination the senior officials at the FSL said once the sample is collected by the police it gets preserved under -20 degrees Celsius temperature It is important that in the absence of the FSL team at the scene of crime the police are trained to preserve the lifted sample by applying dry salt on it and preserve it in an air-tight plastic or glass containers he saidExplaining the details of testing the official said Generally pieces of meat or bones are extracted then using the mitochondrial DNA technology and a special kit composed of chemical mixture with a base of a particular species is applied against itIf the sample gets amplified it means the meat is of a cow If not we use another kit consisting the base of a buffalo and if the DNA extracted sample does not get amplified it means it is not buffalo meat So this way the identification of the species is done he said Later the sex determination is also carried out and the report is submitted to the policeVerma said well-preserved samples bring out the best resultsIf it gets deteriorated it is not that we would not get the results at all In such cases our experts will try multiple times but there are also chances that we may not get the best results but in comparison to good quality preservation it results in 95 per cent confirmation PTI AMP TIR TIR
