New Delhi Mar 24 PTI Delhi Police Thursday opposed in the Delhi High Court the bail plea of JNU Student Sharjeel Imam arrested in a case related to alleged inflammatory speeches made by him during the protests against the Citizenship Amendment Act CAA and National Register of Citizens NRC in 2019The police said the trial courts January 24 bail order which has been challenged by Imam is explicitly clear legally tenable and does not merit any intervention by the high courtA bench of Justices Siddharth Mridul and Rajnish Bhatnagar listed the matter for further hearing on April 29When the counsel for Imam urged the court to give an early date of hearing the bench said dont heckle the court and dont try to intimidate the courtThe police in its status report filed in response to Imams bail plea said the accused has wrongly mentioned that there are more than 170 witnesses to be examined whereas factually there are only 43 witnesses in the case most of whom are formal in natureThe trial court has been pleased to frame charges on March 15 2022 proposing day-to-day trial in the matter and vide order dated March 15 2022 posted the matter for admission denial on March 26 2022 and for prosecution evidence on March 28-29 2022 Thus there is no delay in trial which in any case was already expedited by the trial court in the impugned order itself the report filed through special public prosecutor Amit Prasad saidIt said there were no good grounds to entertain the present appeal challenging the trial courts order denying him bail and the same be dismissedThe court said it was a settled law that once charges are framed it would be safe to assume that a very strong suspicion was founded upon the materials before the court which prompted it to form a presumptive opinion as to the existence of the factual ingredients constituting the offence alleged against the accused to justify the framing of chargeIn the order on charge the trial court has discussed in details the manner in which each ingredients to constitute offences are made out and has come to conclusion that the offences involved in the present case merit imprisonment for life Thus once the trial court has come to this conclusion the statutory bar comes in play restricting jurisdiction of the trial court to grant bail it saidThe police said the facts of the case on which the charges are framed against the accused indeed suggest that the offence is grave in nature and there is no frivolity in the case of the prosecution and that the offence prima facie made out against the accused is punishable with Chandigarh Mar 21 PTI Weeks after two people died when a tower at Chintels Paradiso society in Gurugram partially collapsed Haryana Minister J P Dalal on Monday informed the state assembly that structural audit of buildings where complaints have been received will be conducted A part of the apartment had collapsed last month killing two women To look into the complaints pertaining to such buildings in Haryana a structural audit will be conducted and a committee of engineers from IIT will be constituted the minister said Besides this third party inspection will also be done In case of any issues with regard to buildings those responsible for any deficiencies will not be spared and strict action will be taken against them the Agriculture Minister said while replying to the Calling Attention motion during the ongoing budget session of state assembly here Congress Chiranjeevi Rao and some other opposition MLAs had raised the Chintels Paradiso incident and said that there are several complaints of sub-standard material used in multi-storey buildings in NCR region especially Gurugram Rewari and Faridabad Rao sought to know why no action was initiated based on the structural assessment report given by a Jamia Millia Islamia Professor that had declared the safety quotient of Chintels Paradiso apartment in Gurgaon as doubtful a year ago Rao and another Congress MLA Neeraj Sharma said many high-rise buildings in NCR region falling in Haryana lack adequate fire-fighting arrangements and no proper checks and balances are in place Dalal said an FIR had already been lodged in connection with the Chintels Paradiso society incidentDalal said draft structural safety regulations have been prepared which will ensure safety and quality of construction during construction phase at the time of grant of Occupation certificate and even after completion of project to monitor safety of structure in the inhabited building periodically After seeking objections and suggestions on the same the Structural Safety Regulation shall be finalised and notified for compliance of all concerned Such a mechanism is expected to ensure that high-rise buildings are structurally safer through stringent checks and independent third party audit he said PTI SUN VSD CK
New Delhi Mar 21 PTI UGC chairman M Jagadesh Kumar on Monday said the central universities will have to use Common University Entrance Test CUET scores to admit students to undergraduate programmes this year He said the CUET in all likelihood will be conducted in the first week of July This means that apart from the eligibility criterion of different universities Class 12 board examination marks will not have any bearing on the admission of the students From the 2022-23 academic year the National Testing Agency will be conducting the CUET for undergraduate and postgraduate programmes All the central universities will have to consider CUET scores for admissions to their programmes Kumar said at a press briefing There are 45 central universities funded by the University Grants Commission UGC The syllabus of the CUET will be mirrored with the Class 12 model syllabus of the NCERT Kumar said The CUET will have Section 1A Section 1B general test and domain-specific subjects Section 1A which will be compulsory will be in 13 languages and candidates can choose the language of their choice The options are English Hindi Assamese Bengali Gujarati Kannada Malayalam Marathi Odia Punjabi Tamil Telugu and Urdu Section 1B is optional and for students who want to opt for another language apart from the ones that are a part of Section 1A Some of the languages on offer are French Arabic German etc he added Under the domain-specific subjects a candidate can choose up to a maximum of six domains that they wish to pursue at the undergraduate level Kumar said There are some universities that have general test as eligibility criteria for admission to even domain-specific courses so that is a part of the CUET he said The UGC chairman said the reservation policy of the universities will not be impacted due to the CUET The universities can enroll candidates for the general seats as well as for the reserved seats on the basis of CUET scores It will not impact the existing admission and reservation policy that are in accordance with the Ordinances of the varsity he said Explaining further he said if a university has a certain percentage of seats reserved for local students it will be able to retain that But the thing is that these students will also have to take admission through CUET he added Central universities like Jamia Millia Islamia and Aligarh Muslim University AMU reserve half of their seats for the minority students Both the universities are yet to take a call on CUET According to an AMU official they will take a call on the CUET once they receive any communication from the UGC Kumar also said foreign students will continue to be admitted as per the existing practice the universities have on supernumerary basis The universities will be allowed to conduct practical and interviews for courses like music fine arts theatre along with CUET The institutes can accord certain weightage to practical for such courses he said He also said there would not be any centralised counselling after CUET this year The universities will have their own counselling The CUET will be held in two shifts In the first shift candidates will be able to write one language two domain-specific papers and the general test In the second shift candidates can write the remaining four domain-specific subjects and section 1B Kumar said Talking about the benefits of CUET he said it will provide equal opportunities to students from across boards especially to those from the northeast and rural areas The CUET is also expected to reduce financial burden on parents and students as candidates will only have to write one exam The state universities private universities and deemed to be universities can also use CUET scores for undergraduate and postgraduate admissions if they want Kumar said Delhi University and some other universities have already announced that they will only admit students to undergraduate courses on the basis of CUET About postgraduate programmes Kumar said there are many universities that have adopted the CUET while there are some that conduct their own exams The universities will have flexibility to opt for CUET as of now We hope that all the universities adopt the CUET for postgraduate programmes he said The NTA will soon release the detailed guidelines regarding CUET and the UGC will issue a public notice on Tuesday Kumar said PTI SLB AQS AQS
New Delhi Jan 25 PTI Jamia Millia Islamia Vice-Chancellor Najma Akhtar said the Padma Shri award was a recognition of the work done by her to take the university to greater heights in the last one year during which the varsity was givenA grade by the National Assessment and Accreditation Council NACC Akhtar was appointed as the VC in April 2019 the same year which saw protests against the Citizenship Amendment Act in December Jamia Millia Islamia had become the epicentre of anti-CAA protests after police barged into the campus and allegedly attacked students studying inside the library on December 15 2019 The police had said they entered the campus to look for outsiders involved in violence during the protests a few metres away from the university It was an unhappy situation across the country It was not my fault what happened at that time I did what was expected from me Not many others might have done what I did I had to take care of my students at that time and that is what I did she told PTI after the award was announced Akhtar holds the distinction of being the first woman vice-chancellor of the university and probably also the first VC of any central university in the country Will her tenure pave the way for other women to be appointed in leadership roles It has already started paying way After several years of independence no government showed confidence in a woman It was for the first time that the current government chose a woman I had to show that they were right and justify my appointment she added Akhtar has been awarded the Padma Shri in the field of Literature and Education Talking about the honour she said the award gives more encouragement to perform I was not aiming to get it In the last one year the university has been achieving great heights The VC is given the responsibility as well as the blame I knew people are recognizing my work I am obliged that the Prime Minister and the President are recognising my work I am extremely grateful Everyone puts in hard work but not everyone gets recognition she said The university has battled three waves of the COVID-19 pandemic and lost its faculty members to the virus We did a lot of work during COVID-19 not only in the university but also for the whole community that is around the university and even for south Delhi she shared The Jamia Millia Islamia in a tweet called Akhtars achievement a proud moment for the university It is a matter of great pride for the jmiuofficial that Vice Chancellor ProfNajma Akhtar has been selected for PadmaShri Award for her distinguished services in the field of literature and education the university tweeted PTI SLB CK
