Chennai Apr 19 PTI The Tamil Nadu government has planned to develop a new airport in the industrial belt of Hosur in Krishnagiri district and located about 40 km from Bengaluru and a study on air traffic and other aspects has been ordered state Industries Minister Thangam Thennarasu said on Tuesday The Tamil Nadu Industrial Development Corporation Ltd TIDCO has been directed to undertake a study on the air traffic and its growth in surrounding regions market demand and potential sites for developing an airport in Hosur which is one of the industrial hubs in the state he said TIDCO is in the process of selecting a consultant for undertaking the study Considering the industrial growth regional economic growth tourism per capita income growth rate in northwest region of Tamil Nadu and interest of the travelling public the government intends to develop a new airport in this region a policy note on industries department tabled in the Assembly said On the proposed new airport at Neyveli the note said infrastructure facilities for flight operations at Neyveli airport are ready and that licence from the Director General of Civil Aviation is awaited Flight operations will commence thereafter the note added TIDCO will establish an Aero Hub as part of Tamil Nadu Defence Industrial Corridor within the Aerospace Park in Sriperumbudur This project will be implemented in two phases Phase-1 will be implemented by TIDEL Chennai with a built up space of 35 lakh sq ft at a cost of Rs 230 crore and and will be completed by February 2023 On Chief Minister M K Stalins ambitious target of making Tamil Nadu a US 1 trillion economy by 2030-31 fiscal the note said this can be achieved only if the manufacturing sector takes the centrestage for economic development Tamil Nadu is recognised for its well-developed manufacturing eco-system and the state is on track to ensure this sector grows from US 481 billion in 2020-21 fiscal 18 per cent of GSDP to US 250 billion in 2030-31 fiscal 25 percent of GSDP the note said Steps are on to attract approximately Rs 23 lakh crore of investment in manufacturing sector and for the creation of employment opportunities for 46 lakh people which are necessary to achieve its growth target it further stated Also a sharp focus on the logistics sector is essential to strengthen the competitive advantage of the state and to propel it to a high growth path for realising the US 1 trillion economy target Hence the state Logistics Policy will focus on the key elements like regulatory framework interconnected infrastructure digital transformation training and skill development in the state The objective of the Logistics Policy is to facilitate and develop an integrated logistics ecosystem in Tamil Nadu to enhance competitiveness operational efficiency and sustainability through innovation skilled manpower quality and disruptive technologies thereby strengthening Tamil Nadus position as the most preferred destination for trade and commerce A Fintech City will be developed by TIDCO on around 12269 acres of land in Nandambakkam here in order to make Chennai a global financial centre This will accommodate both domestic and overseas financial institutions The feasibility report for the project has been completed and the state government has granted enter upon permission to TIDCO for 6109 acres land in Nandambakkam and transferred the land to TIDCO for establishing the Fintech City project It has also been proposed to establish a Fintech Tower of international standards with a built up area of 5 lakh sqft as part of Fintech City for Fintech companies to establish their operations Further in order to develop a startup ecosystem in the state it is proposed to create a Startup Hub an iconic structure in the Fintech city to provide space to startups A detailed master plan for this project is being prepared TIDCO is in the process of selecting a Project Management Consultant for this project TIDEL will set up Mini IT Parks TIDEL Neo of 50000 to 100000 sqft in Tier-2 Tier-3 urban centres of Tamil Nadu Government will provide land for the development of these TIDEL Neo Parks TIDCO will represent the government of Tamil Nadu in the SPV In the first phase it is proposed to set up TIDEL Neo Parks in Villupuram Thoothukudi Vellore Tirupur and Salem districts and in other districts in subsequent phases In Villupuram Thoothukudi Tiruppur and Salem suitable land parcels have been identified and Project Management Consultants have been appointed PTI JSP SS SS

Chennai Apr 19 PTI The Madras High Court has set aside the land acquisition proceedings of the Tamil Nadu government initiated in 2005 to establish a new Collectorate and other government buildings for the Krishnagiri district which was carved out from Dharmapuri in 2004 Justice M Dhandapani quashed the proceedings initiated in June 2005 while allowing a batch of writ petitions from K Siddarth and others challenging the take over of their properties for construction of new government buildings After citing various decisions of the Supreme Court on the subject the judge said that it was evident that the Master Plan Complex to be opened in the newly formed district for which acquisition was sought to be made would not fall within the ambit of relevant sections of the Land Acquisition Act and in such a backdrop invoking the urgency provision of the Act to dispense with the enquiry which was a valuable and substantive right of a land owner could not be done away with to the detriment of the petitioners as the enquiry us 5-A was not an empty formality and it definitely serves a purpose Though poramboke lands were available the authorities acquired the properties belonging to the petitioners by invoking the urgency powers under Section 17 4 of the Act petitioners contended Allowing the petitions the judge said that the notification for acquisition was issued in 2005 which had resulted in the batch of writ petitions being filed in the very same year and subsequent years in which the Court had granted an order of stay If really the project was so urgent and prudent the authorities concerned would have definitely filed a petition to vacate the stay order However no application had been filed till date to vacate the interim order and this itself would go to show that there was no emergency in the matter much less grave emergency the judge pointed out PTI CORR SA SA

Chennai Mar 30 PTI The Master Service Agreement MSA for implementing the BharatNet Phase- II project in the districts of Package A in Tamil Nadu was signed on Wednesday aimed at providing internet to village at an estimated cost of Rs 181531 crore the government said In the presence of Minister for Information Technology Mano Thankaraj top executives of Tamil Nadu FibreNet Corporation exchanged documents with Polycab India Ltd for implementing the project II in the districts that fall under Package A As many as 3095 village panchayats in Chengalpet Kancheepuram Tiruvannamalai Tiruvallur Vellore Krishnagiri Ranipettai Tirupati and Chennai districts would be connected through this initiative The Centre approved the project at an estimated cost of Rs 181531 crore aimed at connecting the 12525 Gram Panchayats in Tamil Nadu with high-speed bandwidth using Optical Fibre Cable OFCs The village panchayats would be provided with a minimum scalable bandwidth of 1Gbps under the initiative The implementation of the project has been divided into four packages Package A B C and D with the appointment of one system integrator for each package and a third party agency In October 2021 a similar MSA was inked with Larsen and Toubro Limited ITI Limited and BECIL towards implementation of the project in the State The project is being implemented in the districts of Packages C -- Nagapattinam Thanjavur Tiruvarur Pudukottai Namakkal Karur Coimbatore Tiruppur Tiruchirappalli Mayiladuthurai and Package D --- Kanniyakumari Madurai Ramanathapuram Theni Tuticorin Tirunelveli Virudhunagar Tenkasi Dindigul and Sivagangai Projects will be implemented in all 12525 Gram Panchayats on disposal of litigation concerned with Package B areas the release said With the deployment of the optical fibre cable the BharatNet infrastructure would allow e-education telemedicine telephone television and internet connection to the common man at an affordable costGovernment offices public institutions schools colleges and industries would be able to use high-speed bandwidth to deliver citizen-centric service at the village-level The project will improve the socio-economic standard of the State by creating jobs and services in rural areas the release said Information technology department principal secretary Neeraj Mittal Tamil Nadu FibreNet Corporation Managing Director A K Kamal Kishore and senior government officials were present on the occasion PTI VIJ VIJ NVG NVG

Chennai Mar 21 PTI The Madras High Court has directed the authorities concerned to continue sending notices and assessment orders through registered post speed post or courier with acknowledgement due to the parties concerned on matters relating to Goods and Services Tax GST Justice C Saravanan gave the direction while disposing of a batch of writ petitions from aggrieved firms in the state recently According to Pushpam Reality in Hosur in Krishnagiri district one of the petitioners the assessment notice was passed in 2021 without proper service of a show cause notice or without giving adequate opportunity to reply to the same It therefore contended that the assessment order was passed in violation of the principles of natural justice Accepting the submission Justice Saravanan pointed out the GST Act was implemented with effect from July 1 201711 Though Section 169 of the respective enactments allows the authorities to communicate any decision order summons notice or other communication under this Act by any one of the methods specified unless the proper conformation that notices and impugned orders which were uploaded in the web portal of the State Government in tngstcidtngovin are auto populated it cannot be said that there is a sufficient compliance of this section PTI CORR SA SA
