Mumbai Dec 24 PTI Only 25 per cent of the 25469 cyber crime cases registered in the last seven years in Maharashtra have been solved by police state home minister Dilip Walse Patil said in the Legislative Council on Friday Responding to a written question submitted by Congress member Sudhir Tambe the minister said only 6306 cases have been solved but added that the state government had undertaken various measures to increase awareness of the police towards such cases A total of 43 cyber police stations have been set up across the state including five in Mumbai As many as 3253 police officials have been trained to tackle cyber crime cases he said PTI ND BNM BNM BNM

Mumbai Dec 24 PTI The Maharashtra Legislative Council on Friday cleared two Bills which provide 27 per cent reservation for Other Backward Classes OBC in urban and rural local bodies in the stateEarlier the state government had issued ordinances which gave reservation to OBCs in local bodies The ordinances were later stayed by the Supreme CourtRural Development Minister Hasan Mushrif tabled the Bills which had been cleared by the Legislative Assembly on ThursdayAs a result of the stay granted by the apex court there would have been virtually no reservation for OBCs in coming local body pollsThe opposition BJP and ruling Shiv Sena-NCP-Congress alliance had blamed each other for failing to secure quota for these communitiesOn September 23 the state promulgated an ordinance to amend the Maharashtra Zilla Parishads and Panchayat Samitis Act 1961 and Maharashtra Village Panchayat Act for Zilla Parishads Panchayat Samiti and Gram Panchayats to ensure up to 27 per cent quota for OBC candidatesThe ordinance was issued after the apex court struck down a legal provision that granted similar reservation on the ground that it exceeded the 50 per cent ceiling on quotaOn October 1 the state promulgated a second ordinance to amend the Mumbai Municipal Corporation Act Maharashtra Municipal Corporations Act and Maharashtra Municipal Councils Nagar Panchayats and the Industrial Townships ActThese three Acts govern urban local bodiesThe Bills amend these Acts so that there is 27 per cent quota for OBCs in the forthcoming electionsDuring a discussion the BJPs Parinay Phuke said This is a political bill and not meant for addressing the issues of OBCs The government has not given enough funds to OBC Commission for gathering empirical data which the SC had sought The Bills were passed unanimously They will now be sent to Maharashtra Governor B S Koshyari for approval PTI ND KRK KRK KRK

Mumbai Dec 24 PTI The Maharashtra Legislative Council on Friday unanimously passed the Shakti Criminal Laws Maharashtra Amendment Bill 2020 which provides for stringent punishment including death penalty for crimes against women and children The state Assembly had cleared the bill modelled on the Disha Act of Andhra Pradesh on Thursday It will now be sent for the Presidents assent The bill prescribes that probe of such crimes be completed in 30 days from the date of the incident and makes it mandatory for social media platforms and internet service providers to share information if required by investigation officials Home Minister Dilip Walse-Patil tabled it in the Upper House of the legislature I would not claim it is a foolproof Act but it would expedite investigation and work as a deterrent The Act not only protects women but also imposes fine of Rs three lakh if someone tries to misuse it and tarnish the image of a person by filing a false complaint he said On the provision of death penalty for rape he said Not every convicted person will get capital punishment The decision will depend on the severity of the crime If necessary a 30-day extension can be given for completing probe Leader of Opposition in the Council Pravin Darekar said Forensic laboratories and cyber cells are facing shortage of manpower infrastructure and funding The state government should make necessary provisions for them I welcome the provision to set up special courts to look into such crimes at the district level But they should get sufficient infrastructure new judges and staff he added Walse-Patil said the state government has already decided that students who complete cyber and forensic security courses will be offered internship This will address the shortage of staff in cyber security cells and forensic labs the minister said Council chairman-in-chair Neelam Gorhe said I congratulate everyone who helped with the formulation of the Shakti Act I urge leader of opposition Darekar who belongs to the BJP to ensure that the bill gets signed at the earliest so that the Act will come into force PTI ND BNM KRK KRK
