Kohima Mar 24 PTI The Nagaland Assembly on Thursday passed the Rs 2423996 crore budget for the 2022-23 financial year by voice voteChief Minister Neiphiu Rio who also holds the finance portfolio had presented a Rs 221274 crore deficit budget for the fiscal on Tuesday With all 60 members of the House coming together to form the United Democratic Alliance UDA an opposition-less government in September 2021 to pursue an early solution to the Naga political issue NPI none of the members raised any cut motions nor was any clarification sought while passing the budgetHowever several members suggested that measures are needed to improve the states own revenue generation On the NPI minister Tongpang Ozukum said that the 60 elected representatives are the stakeholders of the issue The legislators are very serious and as concerned as the Naga negotiating groups for an early resolution to the vexed problem he said Speaker Sharingain Longkumer later adjourned the House sine die PTI NBS NN NN

Kohima Mar 19 PTI The Nagaland Legislative Assembly NLA on Saturday became the first in the country to have operationalised the National e-Vidhan Application NeVA programme for conducting a session in paperless modeThe Nagaland Assembly Secretariat has attached a tablet or e-book each on the tables of the 60 members as the Budget session for fiscal 2022-23 which commenced this morningThis is the medium through which we will be using this NeVA application in the Assembly as part of the pursuit to have a paperless House Speaker Sharingain Longkumer said while making a statement on the new applicationA similar system outside the framework of NeVA has been in operation in Himachal Pradesh while many other state Assemblies are moving in this direction Longkumer saidPaperless Assembly of e-Assembly is a concept involving electronic means to facilitate all the works of the legislature It is being done under the supervision of the Ministry of Parliamentary AffairsThe Assembly Secretariat has already conducted preliminary familiarisation training for the members and it will be continuing with the training programme for the benefit of all the members In the coming days it will be scaled up to the full advantage of the e-Vidhan system and achieve one of its targets of making the functioning of the state legislature paperless he saidOnce all other assemblies implement it Parliament and all state legislatures will be networked together effectively the Speaker saidThe expenses for implementing NeVA is funded by the Centre and the state government on a 9010 sharing basisThe Ministry of Parliamentary Affairs has complimented the Nagaland Assembly for being the first in the country to operationalise it the Speaker informed the HouseNeVA aims to bring all the legislatures of the country together in one platform thereby creating a massive data depository Minister of State for Parliamentary Affairs had earlier said PTI NBS MM MM
Kohima Dec 20 PTI The Nagaland Assembly on Monday unanimously adopted a resolution demanding that the Government of India repeal the AFSPA from the Northeast especially Nagaland while also urging the negotiators of Indo-Naga political dialogue to bring the talks to their logical conclusion for peace to prevail in the restive state The resolution moved by Chief Minister Neiphiu Rio was adopted by voice vote during the one-day special session of the Assembly held to discuss the Armed Forces Special Powers Act AFSPA 1958 and its application to Nagaland in the aftermath of the killing of 14 civilians by security forces including six in a botched anti-terrorist operation and eight others in subsequent incidents in Mon district on December 4 and 5 The resolution vehemently condemned the massacre that took place in Oting - Tiru village area in Mon District on 4th December 2021 in the indiscriminate firing by the 21 Para Special Forces of the Indian Army in which 13 innocent people were killed followed by killing of one innocent person by security forces at Mon town on 5th December 2021 and injuring of 35 persons during the incidents The House demanded an apology from the appropriate authority and an assurance that justice will be delivered by applying the laws of the land upon those who perpetrated the inhuman massacre and upon those who are responsible for the incidents The Assembly appealed to the people of Mon district its civil societies the citizens of the state and mass organisations to cooperate with the government and its agencies in the collective efforts to demand justice and restore normalcy The House appreciated and supported citizens and civil society organisations over their demand for the repeal of AFSPA and delivery of justice while appealing to all sections to follow democratic norms and non-violence in the collective endeavour towards realisation of peace and delivery of justice the resolution said Noting that the Naga people have been crying for peace and an early solution to the protracted Naga political issue the resolution said it is of paramount importance that peoples voice is heard and respected Around 15 legislators including Chief Minister Neiphiu Rio Deputy Chief Minister Y Patton Leader of NPF legislature Party T R Zeliang BJP president and minister Temjen Imma participated in the discussion It was for the third time in little over six years that the Nagaland Assembly passed a resolution for the repeal of the AFSPA which gives sweeping powers to detain and arrest people without a warrant in areas designated as disturbed It had earlier adopted similar resolutions on March 3 1971 and July 27 2015 AFSPA is in force in Assam Manipur Nagaland and parts of Arunachal Pradesh PTI NBS SK SK
Kohima Nov 26 PTI The Nagaland Assembly on Friday adopted a government resolution for streamlining the SARFAESI Act 2002 in the state which allows banks to auction properties of defaulters only to local people to recover loans The resolution on the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest SARFAESI Act 2002 was moved by Chief Minister Neiphiu Rio who also holds the finance portfolio on Thursday The resolution seeks to limit the auction of confiscated properties of borrowers in Nagaland to locals The law allows banks and financial institutions to auction properties residential and commercial when borrowers fail to repay their loans It enables banks to reduce their non-performing assets by adopting measures for recovery or reconstruction Rio said the resolution will provide clarity to the implementing agencies of the SARFAESI Act read with Nagaland and Revenue Regulations Amendment Act 2002 The Nagaland Land and Revenue Regulations Amendment Act 2002 amended the Assam Land and Revenue Regulations 1886 by inserting a proviso permitting transfer by way of mortgage in favour of the banks registered co-operative societies and financial institutions with the condition that such entities shall not transfer any land to a person other than indigenous inhabitants of Nagaland except with the previous sanction of the state government or authority appointed in this behalf The non-implementation of the SARFAESI Act 2002 has been detrimental to the overall economic growth of the state as it has restricted the flow of credit to people with banks showing a reluctance to provide loans in the absence of secured assets and an effective mechanism for the expeditious recovery of dues in case of default in loan repayment the chief minister said The provisions of the SARFAESI Act 2002 cannot override any provision of the Constitution of India he said Assembly Speaker Sharingain Longkumer put the resolution to vote and it was adopted by voice vote PTI NBS MM MM
Kohima Nov 26 PTI The Nagaland Assembly adopted a government resolution on regulating the transplantation of human organs on Fridaythe last day of the winter session Introducing the resolution on Thursday Health and Family Welfare Minister S Pangnyu Phom had said Transplantation of Human Organ Act 1994 and Transplantation of Human Organ Act Amendment 2011 should be adopted in the state as it is needed for regulation of transplantation of human organs in Nagaland The government resolution adopted by voice vote said that Parliament had enacted the 1994 Act to provide for the regulation of removal storage and transplantation of human organs for therapeutic purposes and the prevention of commercial dealings in human organs by making certain provisions Setting up an authority for removal of human organs regulations and registration of hospitals involved in the removal storage or transplantation of human organs and offences and penalties for contravention of the Act were some of the provisions The 2011 Act was enacted by Parliament to curb commercial trade in human organs while facilitating organ transplantation for needy patients The Act also regulates the transplantation of tissues of the human body and expands the definition of near relative to include grandfather grandmother grandson and granddaughter as near relative the minister said It makes it mandatory for a registered medical practitioner to ask the patient or near relative of every person admitted to an Intensive Care Unit ICU whether any prior authorisation for removal of any human organ or tissue or both of his body has been made If not the patient or his near relative should be made aware of the option to authorise such donation The Act requires the hospital to inform in writing to the Human Organ Retrieval Centre for removal storage or transplantation or transportation of human organs or tissues or both of the donors It also stipulates the appointment of a transplant coordinator in all hospitals registered for organ retrieval and transplantation Regulation of the transplantation of organs for foreign nationals to prevent the exploitation of minors and mentally challenged persons and to provide for Swap Donations of organs was also mentioned The 1994 Act and the 2011 Act provide that these provisions shall come into force in a state which adopts the Act under the Constitution on the date of such adoption he said PTI NBS MM MM
