Centre to institute panel to look into withdrawal of AFSPA from Nagaland CM

Kohima Dec 26 PTI Nagaland Chief Minister Neiphiu Rio on Sunday said that the Centre has decided to institute a five-member committee to look into withdrawal of Armed Forces Special Powers Act 1958 or AFSPA from the northeastern state The committee will be headed by Ministry of Home Affairs additional secretary Northeast and will include the chief secretary and director general of police of Nagaland besides inspector general of Assam Rifles North and a representative of the Central Reserve Police Force CRPF The panel will submit its recommendations within 45 days based on which the decision on whether to continue designating Nagaland as a disturbed area or withdrawing AFSPA from the state will be taken a joint statement issued by Rio Deputy Chief Minister Y Patton and Leader of Naga Peoples Front Legislature Party T R Zeliang here said The decision was taken during a meeting chaired by Union Home Minister Amit Shah in New Delhi on December 23 to discuss the present situation in Nagaland Besides the trio that issued the statement the meeting was also attended by North East Democratic Alliance NEDA convenor and Assam Chief Minister Himanta Biswa Sarma A court of inquiry will initiate disciplinary proceedings against the army unit and personnel who were involved in the Oting incident and action will be taken against on the basis of a fair probe The identified persons facing the investigation will be placed under suspension with immediate effect the statement said Fourteen civilians were killed by security forces in firing incidents in Mon district earlier this month triggering demands in Nagaland to withdraw AFSPA from the northeastern state PTI NBS ACD ACD

Kohima Sep 27 PTI The Centre is keen on resolving the Naga political issue and has invited the NSCNIM to New Delhi to continue the dialogue Nagaland Chief Minister Neiphiu Rio said on MondaySpeaking to reporters on the sidelines of an official programme here Rio said Union Home Minister Amit Shah has asked him and Assam Chief Minister Himanta Biswa Sarma to assist and make the Naga groups come to an understanding for a solutionOn September 21 Sarma and Rio had jointly met NSCNIM chief negotiator Th Muivah at Dimapur a day after the Centres new interlocutor AK Mishra held deliberations with him The chief minister revealed that during their meeting with Muivah it was conveyed that the Centre was very keen on a solution so that peace and development can be accelerated in NagalandWe are also having consultations with the Government of India and sharing the mind of the Centre with the negotiating parties he saidRio expressed happiness that the Centre and the Naga groups have resumed negotiations to find a solution to the vexed Naga political problemThe negotiations had been stalled because of differences in opinions on some issues for about two years but after a long time both the Centre and NSCNIM have agreed to resume the talks with the new interlocutor Mishra he saidMaintaining that there would be only one interlocutor from the Centre to talk to all the Naga groups Rio said Mishra has come to Dimapur recently and held initial discussions with NSCNIM and the Working Committee of seven Naga National Political Groups NNPGsThe Centre has been holding negotiations with NSCNIM since 1997 and inked the Framework Agreement on August 3 2015 while parallel dialogue commenced with NNPGs in 2017 with signing of the Agreed Position the same yearThere has been no progress in the talks since October 31 2019 following the announcement of the completion of negotiations with all the Naga groups by then interlocutor RN RaviOn the likely reshuffle of his cabinet following the formation of the United Democratic Alliance UDA of Nagaland -- also comprising the opposition Naga Peoples Front NPF Rio said it is in discussionWe are not in a hurry as we have come together on Naga political issue Let the resumption of the talks and things get in order after which we will think about the opposition-less government he said PTI NBS SOM SOM
