Amritsar Feb 20 PTI Conjoined twins but two separate votes Amritsar-based Sohan Singh and Mohan Singh who are joined in the hip exercised their franchise for the first time in the Punjab assembly polls on Sunday The conjoined twins fondly known as Sohna-Mohna had recently been handed over two separate electoral photo identity cards by Punjabs Chief Electoral Officer S Karuna Raju They had turned 18 last year and became eligible to vote Officials said the conjoined twins were treated as two separate voters and special arrangements were made for them so that both could maintain the secrecy of their votes They said dark glasses were provided to them when they voted The twins live in Pingalwara a charitable home for the destitute in the city Born in June 2003 in Delhi they were abandoned by their parents Later an orphanage in Amritsar adopted them Deputy Commissioner Amritsar Gurpreet Singh Khera reached the polling booth where the conjoined twins exercised their franchise and handed over certificates to them as first-time voters They cast their votes at Mannawalla about 10 kilometres from here To maintain the secrecy of their votes from each other they were given goggles Khera said The headman of their village and other prominent persons were present outside the polling booth and the twins were welcomed with garlands Its kind of a very unique case Earlier the Election Commission had directed the authorities to do proper videography Theyre conjoined but two separate voters Arrangements of giving them goggles were made so that secrecy of their voting is maintained Khera further said They are icons for persons with disabilities he said The twins while talking to PTI said they are employed in the Punjab State Power Corporation Limited PSPCL but draw only one salary They said they were extremely happy as they were able to exercise their voting rights In 2021 Sohna-Mohna got a job in the PSPCL after completing their diploma course for an electrician from an Industrial Training Institute The conjoined twins have two hearts two pairs of arms kidneys and spinal cords but a single liver gall bladder spleen and one pair of legs After their birth they were taken to a hospital to carry out an operation to separate them where a team of experts opined that the delicate surgery could have led to the loss of at least one life PTI JMS SUN VSD AQS AQS

Chandigarh Oct 30 PTI Punjab Chief Minister Charanjit Singh Channi on Saturday approved a proposal of power utility PSPCL for terminating the power purchase agreement PPA with private sector electricity generator GVK due to high cost The Punjab State Power Corporation Limited PSPCL has issued a termination notice to the company according to an official statement The development assumes significance as several Punjab Congress leaders including Navjot Singh Sidhu have been pressing for scrapping faulty PPAs signed during the previous SAD-BJP regime to provide electricity to people at cheaper rates A default notice has been served by the PSPCL to GVK on Saturday for cancellation of the PPA due to high power cost and falling lowest in the merit order procurement of energy from GVK that had been restricted only within the range of 25 per cent to 30 per cent during most of the times of a year resulting in higher tariff of about Rs 752 per unit for the last year the statement said Channi said this step has been taken to safeguard the interests of consumers by way of reducing the burden of costly power A spokesperson of the Chief Ministers Office said the basic premise of entering into the PPA with GVK was to provide cheaper power The GVK power project was set up at Goindwal Sahib with a capacity of 2X270 MW GVK has been generating energy by arranging coal from Coal India limited As per the PPA the company was required to arrange a captive coal mine but it failed to do so even after the lapse of more than five years of synchronisation with the grid he added The spokesperson said the capacity charges are being decided by the Punjab State Electricity Regulatory Commission PSERC based on capital cost of around Rs 3058 crore which is equivalent to about Rs 161 per unit of fixed cost He said GVK went against this decision and moved Appellate Tribunal for Electricity APTEL for claiming higher fixed cost to the tune of Rs 250 per unit based on claims of capital cost of about Rs 4400 crore which is pending adjudication As per claims made by GVK variable cost is around Rs 450 per unit and fixed cost about Rs 250 per unit the spokesperson pointed out Thus the total claim of GVK under tariff comes out around Rs 7 per unit which increases further due to surrender of its costly power Therefore the intention of GVK is clear that it requires to charge higher tariff which is not the basic premise on which PPA was entered into with PSPCL the spokesperson said This has created a commercially unviable situation for PSPCL to continue the PPA with GVK he added The spokesperson further said GVK had allegedly defaulted on loans taken by it from various lenders Consequently it had become a stressed asset and a resolution plan was required to be implemented by GVK which it failed to do he alleged Accordingly the lenders approached the National Company Law Tribunal NCLT for a resolution plan for GVK The matter is under consideration before the tribunal the spokesperson added PTI CHS VSD ABM ABM

Our CorrespondentLudhiana August 20After amendment of Regulation 318 of the Electricity Supply Code-2014 by the Punjab State Electricity Regulatory Commission Punjab State Power Corporation Limited PSPCL has announced that consumers making advance payment of their electricity bills would be entitled to receive interest on deposit amount at the rate of seven per cent per annum for the financial year 2021-22In its commercial circular 332021 issued on August 13 2021 PSPCL Chief Engineer Commercial has said that the amended Regulation 318 says The consumer may deposit advance payment of future bills which shall be adjusted in the billsThe PSPCL shall however continue to issue monthlybimonthly bills which would indicate the amount adjusted and the balance amount of advance paymentThe distribution licensee shall give interest on the advance payment at marginal cost of funds based on lending rate MCLR for one year as applicable on April 1 of the financial year for which interest is payable subject to maximum of 705 per centThe credit for the interest shall be given when the advance payment becomes zero or on 31st March whichever is earlier for such advance paymentAs per the PSPCL circular the amended Regulation 318 shall be applicable to all licensees including entities exempted under Section 13 of the Act in their respective supply areas from the date of their publication in the official gazette of Punjab Government with effect from July 20 2021
