Guwahati Jan 23 PTI A former student leader alleged by law enforcers to be a drug peddler was injured in police firing in Assams Nagaon district leading to the opposition parties calling it an effect of the prevailing jungle raj and claiming that the present situation in the state is worse than that during the secret killings of the 1990s Police claimed that former Nagaon College general secretary Kirti Kamal Bora was selling drugs and he was shot in the leg after he attacked law enforcers on Saturday while AASU alleged that he had protested to drunk policemen beating up a youth which irked them Boras mother and some students staged a demonstration in front of Nagaon police station demanding a judicial inquiry and action against the police personnel involved in the firing incident Senior officers asked them to submit a memorandum instead of blocking the main gate Reacting to the protest and allegations Assam Police tweeted Police personnel involved in the shooting incident at Kachalukhua Nagaon have been sent to Police Reserve with immediate effect We have requested the Govt to institute a Commissioner level inquiry into the incident If any lapse is found guilty personnel will be taken to task Nagaon Superintendent of Police Anand Mishra told PTI that he will personally investigate the matter to find out whether it was an act of overdoing by the police In the preliminary investigation I found that police received information that some bikers were selling drugs When two policemen in civil dress reached the spot this particular youth asked them whether they were law enforcers When they replied in affirmative the accused hit one of them with his helmet and injured him A backup police team placed nearby also reached the spot and tried to overpower him but he continued attacking them Left with no other option police fired at his leg Eight vials containing heroin were seized from his possession Mishra said The accused is undergoing treatment at Gauhati Medical College and Hospital and his condition is stable doctors said His family friends and opposition parties however dubbed the police version of the incident as fake While returning from a pharmacy with medicines for his mother Bora saw 8-10 policemen in civil clothes beating up a youth He stopped his motorcycle and asked the men why they were beating the person This irked the drunk policemen and they shot at him and later planted the heroin containers in his pocket a local leader of All Assam Students Union AASU said Bora was a student leader of AASU in Nagaon College AASU chief advisor Samujjal Kumar Bhattacharjya condemned the incident and demanded a judicial inquiry into it The state government is creating an atmosphere of open killings We strongly warn it to stop such barbaric acts During his meetings with SPs and other police officials does the chief minister give directives to them to shoot innocent people he told PTI Senior Congress leader Ripun Bora tweeted Police jungle raaj in Assam I strongly condemn the police firing on former GS Kirti Kamal Bora of Nagaon College This is a clear result of CM himantabiswas provocative statements regarding police firing SP nagaonpolice should be suspended at the earliest Raijor Dal president Akhil Gogoi said that the incident is a dangerous outcome of police raaj in Assam The state is witnessing a worse situation than secret killings We demand that along with the Nagaon SP all the involved police officials should be arrested for trying to kill an innocent youth the Sibsagar MLA said The term secret killings is referred to the extra-judicial killings of family members of ULFA leaders in the 1990s Assam Jatiya Parishad AJP president Lurinjyoti Gogoi said that open killings by police have begun in order to create an atmosphere of fear and terror The Assam Police has started open killings as per instructions of the Chief Minister These open killings are happening in the same pattern of secret killings Police are identifying the voice of protests and trying to eliminate them he said Reacting to the allegations Mishra said I will personally conduct an investigation and see if there was any overdoing by the police We dont want the police to exercise excess power I request all the witnesses in the area to come to me and tell the truth A total of 32 people have been gunned down and at least 67 injured while allegedly trying to flee from police custody or attacking law enforcers since the second BJP government under Chief Minister Himanta Biswa Sarma assumed office in May 2021 The rising number of shoot-outs whipped up a political furore with the opposition alleging that the Assam Police has turned trigger happy and is indulging in open killings under the Himanta Biswa Sarma regime Unfazed by criticism of his government over the encounter killings Sarma had on July 15 last year said in the Assam Assembly that the state police has full operational liberty to fight criminals within the ambit of law The Gauhati High Court had on January 11 asked the Assam government to file a detailed affidavit within two weeks on the police encounters that are taking place since Guwahati Jan 18 PTI Assam Chief Minister Himanta Biswa Sarma on Tuesday said that the roadmap for amicable settlement of border disputes with Meghalaya in six areas of difference has been prepared through mutual consultations at the top level of the two governmentsThe opposition Congress however called for more discussion on the matter particularly in the state Assembly saying that the government has proposed an approach in which both states would lose or get some areasSarma who has been pursuing the issue of border row resolution actively since assuming office in May last year held a meeting with leaders of political parties of the state and then another with representatives of All Assam Students Union AASU and other student bodies of different communities such as Rabha Gorkha Garo and Bodo on the issueHe apprised them of the recommendations of the three regional committees formed by the state government to propose a solution for the vexed border issueOur efforts to resolve Assam-Meghalaya border row have started bearing fruits as 6 of the 12 areas of difference have been identified for resolution in the first phase Sarma tweeted after the first meeting which was held with political party leadersThe areas of differences taken up for final settlement in the first phase are Hahim Gizang Tarabari Boklapara Khanapara-Pillingkata and Ratacherra he addedOut of the 12 points of disputes between Assam and Meghalaya these six areas with relatively less critical differences have been taken up in the first phaseA roadmap for amicable settlement has been prepared based on recommendations of 3 Regional Committees with representatives from both the states Weve reached this stage after several rounds of CM-level talks on the matter Sarma saidRepresentatives of various political parties such as the Congress CPIM Asom Gana Parishad Bodoland Peoples Front and the All India United Democratic Front were present at the meetingThey were briefed on the progress made in the talks so far the chief minister added on Twitter without elaboratingAt the end of the days second meeting with student bodies Sarma tweeted that the interaction with the representatives of the communities living in the disputed areas was held as part of our endeavour to bring a permanent and lasting solution to the decades-old border dispute between Assam and MeghalayaHe said the government has sought their cooperation to solve the problem and also apprised them of harmonious talks that led to taking up six disputed areas for finding amicable solutionsTalking to PTI after the first meeting Leader of the Opposition Debabrata Saikia of the Congress said a very small portion of the area that is under dispute between the two states has been taken up for resolutionThe government has proposed a give-and-take approach where both states will let go or receive almost an equal area We feel that there should be a discussion in the Assembly before any proposal is finalised Saikia saidThe Congress has asked for a discussion on the findings of the regional committees in the Assembly he saidWe were shown a presentation on the matter the Congress leader saidSaikia questioned the absence of Border Area Development Minister Atul Bora in the meetingHe not only is the minister directly involved but also heads one of the three regional committees Only two ministers were present in such a crucial meeting Saikia saidRanoj Pegu minister for education and welfare of plain tribes backward classes and Ashok Singhal minister for housing urban affairs and irrigation attended the meeting but they were not part of the regional committees formed by the state government to deal with the disputesSaikia said more discussions on the matter were required especially in the AssemblyIndependent MLA and Raijor Dal president Akhil Gogoi said his party could not attend the meeting as it received the invitation letter at 3 pm on Tuesday whereas the meeting started at 11 amGogoi said he could not have attended it himself even if the invite had arrived on time as he has tested positive for COVID-19 but a representative would have been deputedIn a letter to the chief minister on Tuesday Gogoi urged him to address the problems of the people living near the border and ensure their safety and security while trying to settle the disputesSarma had on January 12 said that both governments have arrived at mutual understanding over these six areas of boundary dispute and an agreement can be expected within this month if civil society organisations and opposition political parties come on the same page as the governmentsIn principle both governments have reached a consensus that our assessments on the disputes are the same he had said after a meeting with his Meghalaya counterpart Conrad Sangma hereSeveral rounds of chief ministerial level talks between Sarma and Sangma have taken place over the border issue since Sarma assumed office in May last yearThree committees each were formed by the two state governments in August 2021 after the first two rounds of talks between Sarma and Sangma to resolve the vexed border disputes in a phased mannerMeghalaya was carved out of Assam as a separate state in 1972 and it had challenged the Assam Reorganisation Act 1971 leading to disputes at 12 areas in different parts of the shared 8849 km long border PTI SSG
