HC orders probe into illegal coal mining in Meghalaya

Shillong Feb 23 PTI The Meghalaya High Court Wednesday directed state chief secretary and director general of police to file an independent report into the alleged illegal coal mining in the state The HC took cognizance of reports and the complaint filed by the traditional village chief of Nengchigen in Garo Hills against certain persons including the police alleging widespread illegal mining of coal within the clan lands It also threatened to appoint a special investigation team SIT to probe the alleged illegal coal racket in the state The division bench of Chief Justice Sanjib Banerjee and Justice W Diengdoh said in the order the independent report should be filed by the chief secretary R V Suchiang and the special director general of police I Nongrang when the matter is taken up in court a week later preferably after visiting the areas concerned Meghalaya is yet to appoint a full director general of police following the retirement of the former incumbent R Ramachandran It is made clear that the matter complained of needs to be looked into without any political interference or else the Court may be constrained to appoint a fact-finding committee or even put a special investigation team in place or take the assistance of some agency so that the matter is appropriately and thoroughly investigated in accordance with law and the persons involved are brought to book the order said The next date of hearing has been fixed on March 2 On Tuesday Chief Minister Conrad K Sangma had said that a process is required to be followed for setting up a CBI inquiry into the alleged illegal coal trade in the state He said that an FIR filed in connection with the alleged illegal coal mining and transportation in West Khasi Hills will be looked into and that police will hold the necessary inquiry PTI JOP KK KK KK

Chennai Jan 23 PTI Tamil Nadus principal opposition AIADMK on Sunday slammed Karnataka government for opposing the second phase of the Hogenakkal Drinking Water Project saying the neighbouring state has no moral or legal right to challenge it The main opposition party also took credit for implementing the Hogenakkal project first phase in Tamil Nadu The scheme was launched in 2008 during the DMK regime when late M Karunanidhi was the Chief Minister Top party leader O Panneerselvam said the Hogenakkal Combined Drinking Water Project a long time dream of the people of Dharmapuri and Krishnagiri districts of Tamil Nadu was fulfilled by late Chief Minister J Jayalalithaa Tamil Nadu is a lower riparian state the AIADMK leader pointed out apparently indicating that the state was dependent on water supply by upstream state Karnataka The Karnataka government which has the habit of releasing only surplus water after all its dams were filled does not have a right morally and legally to oppose Tamil Nadus Hogenakkal projects second phase Panneerselvam said in a statement The project area falls under Tamil Nadu he said Tamil Nadu has all the rights to implement this project This DMK government should implement it The AIADMK will extend its full support to the government for the project implementation he said Tracing the origin of the project he said that for the first time a Detailed Project Report was prepared in 1986 when AIADMK founder M G Ramachandran was the Chief Minister to implement the project at a cost of Rs 120 crore Despite initiatives to implement it in 1994 at an estimated cost of Rs 350 crore during the first stint 1991-96 of late party supremo J Jayalalithaa as Chief Minister it could not be done in view of inadequate external financial support Panneerselvam deputy leader of opposition in the Assembly said During her second term in office 2001-06 a proposal was sent to the Centre on August 18 2005 to implement the project with Rs 1005 crore assistance from the Japan International Cooperation Agency Based on this the assistance was secured by the state government and foundation stone was laid for the project in 2008 he said Karnataka had opposed it even then and the AIADMK had held a massive protest to condemn the opposition of the neighbouring state When the AIADMK captured power in 2011 a mere 18 per cent of project work was found completed after 3 years of its launch Panneerselvam claimed Since the then Chief Minister Jayalalithaa speeded up project work the remaining 82 per cent work was completed and the Hogenakkal projects first phase was dedicated to people by her on May 29 2013 he said Panneerselvam emphasised that it was the Jayalalithaa-led AIADMK regime that was fully instrumental in implementing the Hogenakkal projects first phaseHogenakkal located in the western Dharmapuri District of Tamil Nadu is close to the Tamil Nadu-Karnataka inter-state border PTI VGN SS SS

Kochi Dec 23 PTI Social media is good in the hands of the worthy but for some it is an unrestricted playground of their wildest predilections the Kerala High Court said on Thursday and added that while freedom of speech and expression was a valuable right some misuse it to the extreme The observations by Justice Devan Ramachandran came while referring to the social media posts of a former judicial officer who made disrespectful and vitriolic comments about the orders passed by the high court in relation to the investigation against self-styled antiques dealer Monson Mavunkal The former judicial officer had also made personal attacks against the judge the court noted Justice Ramachandran said subsequently he asked the former judicial officer to appear before the court and inform it where it was going wrong instead of immediately initiating action against him under the Contempt of Courts Act However the former judicial officer did not appear before the court prompting it to say during the hearing that he was a coward The tragedy with present days is that busy bodies feel that they can vitriolically say and comment about anything on social media under the impression that no accountability will come to them Social media is good in the hands of the good and worthy But for some it is an unrestrained playground of their wildest predilections the court said The high court subsequently in its order noted that after the former judicial officer was asked to appear before it he responded by again ridiculing the court and calling it fascist It also noted that the High Court Registry found that he had also put up posts projecting himself as a martyr and threatening to harm himself The scenario is thus clear The mindset of this individual is nihilistic and I therefore close this opportunity of hearing to him recognising that he will have nothing worthwhile to say Justice Ramachandran said He further said that free speech was a key to the intellect and the power of expression was the most valuable and powerful facet of human existence but a few misuse the freedom to its extreme The court said that it was the actions of such persons which compels even the right thinking citizens to seek regulation of the online space Justice Ramachandran said the only punishment he can offer the former judicial officer for his wanton utterances was to treat the same as inconsequential and deny him his 15 minutes of fame With these observations the court dismissed the summons it had issued to the former judicial officer and directed the High Court Registry to take requisite action as per law on the compilation made by it of his posts after obtaining necessary orders from the Chief Justice PTI HMP BN BN
