New Delhi Nov 25 PTI The responsibility for content put out on social media platforms and websites should be clearly defined IT Minister Ashwini Vaishnaw said on Thursday The Minister further said changes in technology and internet over the last few decades requires fundamental rethink in the governance structure of the internet The way content is created the way content is consumed the way the internet is accessed The languages in which the internet is accessed the machines the modes in which the internet is accessed everything has changed So with these fundamental changes we certainly need a fundamental rethink of the entire governance structure of the internet Vaishnaw said inaugurating the first India Internet Governance Forum IIGF 2021 Noting that India is taking a lead in this regard Vaishnaw said the nation being one of the largest users of the internet has to be a key stakeholder in the way governance of the internet is defined all over the world The Minister asked forum participants to discuss and deliberate over key issues including responsibility for content in an era where content is being created and consumed through mobile devices So who is going to be responsible for that content There is an implicit trust in the written word If we read something we start believing that something is written in that WhatsApp message or in that Facebook page or in that particular website so it must be true Who is going to take responsibility for that content the Minister questioned Drawing attention to this important aspect the Minister observed that youngsters may easily be tempted to believe the written word So who takes responsibility for that content Whether that content is on a social media platform or on a website it should be clearly defined so that there is a responsibility for the written word on somebody so that it becomes part of the society as an acceptable form he said Vaishnaw also called for a discussion on the social impact of disruptions in business models with the advent of e-commerce The way e-commerce has disrupted the entire business world the way so many other industries are getting disrupted that has a social impact a social cost It has many benefits but it also has certain things which need to be mitigated So that is again something we as a society will have to think about because that leaves out so many people who are less able to cope with the changes how do we bring those persons into the mainstream he said Vaishnaw said with systems being increasingly driven by digital technology and the internet cybersecurity has become an important issue Those systems can be held hostage by people who want to disrupt things How do we cope with this challenge the Minister said adding that fundamental structures need to be built within the entire governance framework so that cybersecurity comes to the fore as the central part of development Speaking on the occasion Minister of State for Electronics and IT Rajeev Chandrasekhar emphasised that the future of the global internet must be led by Indias internet ecosystem and innovation capabilities The future of the internet has to be carefully planned given that a billion Indian users would be online in a few years In that context it is extremely important that we as a nation carefully shape the future of the internet carefully shape policies and regulation rights and responsibilities around the internet going forward Chandrasekhar said adding that the governments approach to building the future of the internet involves a multi-stakeholder model Be it internet access inclusion openness of the internet safety and the trust that has to be built around the internet the accountability of the large players on the internet to their consumers or the emerging threat of online user harm and criminality are all issues that have to be debated and discussed Hopefully a new era of a new type of jurisprudence and legal framework will evolve as a consequence of these kinds of interactions Chandrasekhar said PTI MBI DRR DRR

Ghaziabad Nov 21 PTI The Unique Identification Authority of India UIDAI has made 58 out of the planned 166 Aadhaar Seva Kendras operational till now a top official of the organisation said on Sunday Residents can visit these Aadhaar Seva Kendras ASKs for Aadhaar enrolment and updation services like change in address and corrections UIDAI plans to operate 166 ASKs in 122 cities throughout India So far the establishment of 58 ASKs has been completed and they have started functioning UIDAI CEO Saurav Garg said at the launch of an ASK in Ghaziabad All the ASKs are air-conditioned designed with adequate seating capacity and also divyang-friendly he added Minister of State for Electronics and IT Rajeev Chandrasekhar and Minister of State for Road Transport and Highways and Civil Aviation V K Singh jointly inaugurated the 5th ASK in Uttar Pradesh at Ghaziabad on Sunday an official statement said The ASK has a capacity to handle requests from 1000 residents per day Chandrasekhar said the use of Aadhaar for direct benefit transfer schemes has led to saving of Rs 178 lakh crore of public money Singh who is also Lok Sabha member of Parliament from Ghaziabad said this centre will make Aadhaar-related services for residents easier Now people can update their Aadhaar and also enroll for Aadhaar at the centre Singh said PTI PRS ABM ABM

IT ministry to issue FAQs on intermediary guidelines soon Sources

New Delhi Oct 28 PTI The IT ministry will soon release Frequently Asked Questions around the intermediary guidelines to enable better understanding of the goals and provisions of the new rules among various stakeholders including users sources said Minister of State for Electronics and IT Rajeev Chandrasekhar is learnt to be spearheading the initiative on the proposed Frequently Asked Questions FAQs which are expected to be issued in a matter of days The FAQs will drive the overall objective of ensuring that Indian internet is seen as safe for consumers and attractive for investments by investors the sources added Simply put the FAQs would comprise questions that people ask about the rules and are geared to make it easier for users to understand the norms around internet and social media Typically questions could range from what the guidelines mean for public and intermediaries to how they safeguard users who to approach in case of complaints and the role of compliance and grievance officers It will also create awareness about rights of users and obligations of platforms Once released the FAQs on IT rules and intermediary norms will be placed on the ministrys website and widely-publicised Separately the ministry is working on Standard Operating Procedures SoPs around the IT rules and intermediary norms The SOPs are expected have details of the appropriate agencies who will have the authority to issue takedown notices to platforms The SOPs are still work in progress and could take some more time before they are announced the sources indicated India enforced new IT intermediary rules earlier this year aiming to bring greater accountability for big tech companies including Twitter and Facebook The rules require social media platforms to remove any content flagged by authorities within 36 hours and set up a robust complaint redressal mechanism with an officer being based in the country Social media companies are required to take down posts depicting nudity or morphed photos within 24 hours of receiving a complaint Significant social media companies -- those with 50 lakh users or more -- also have to publish a monthly compliance report disclosing details of complaints received and action taken as also the contents removed proactively As per data cited by the Indian government earlier this year there are 53 crore WhatsApp users 41 crore Facebook subscribers 21 crore Instagram users while 175 crore account holders are on microblogging platform Twitter PTI MBI ANZ MBI ABM ABM
