Burma is a comedy-thriller movie based on a car thief who finds himself amidst the chaos of time. The film takes place in some areas of North Madras, where Atul Kulkarni, as Settu, was employed by Sampath Raj, as Guna, for a car seizure job. 

The story of the Burma movie starts when he gets betrayed by Michael Thangadurai, a.k.a Burma, who takes control over power. They start on a mission to steal 28 cars for Settu and make enough money so Burma can marry his girlfriend Kalpana, played by Reshmi Menon. Another gang gets involved, and the thrill begins.

The plot of the movie is based on car thieves Burma and Kalpana. Settu was a gangster known for stealing cars and working with Guna, Burma, and Kalpana double crossed Guna and was then given a task to redeem themselves. They had to steal 28 cars in a short span of time for Settu. But the situation became complicated when another gang got involved in this robbery and wanted to chase down Burma and Kalpana. The quest of completing the task to save their own lives and get married was at risk as another gangster was putting it all in to stop them.
