The marriage is inadmissible in court
Even if Rajeshwari thought of getting them married by fooling them, the marriage would not be legal in court, so he would be free to marry Bhavani legally anyway. Moreover, there was a good chance that he would find out about the Mangalsutra that she hid in the garland.
The wedding would be incomplete either ways
Even if she thinks that the marriage is valid if you follow the ritual, the wedding would be incomplete. One needs to knot a Mangalsutra thrice around the bride’s neck, and simply putting it around her neck doesn’t work. Moreover, there are more rituals that make a wedding complete, so they would not be married even according to religion.

She could have actually forced him into marrying the girl she likes!
