Who was David Bowie?

What was the reason behind the delay?
‘Toy’ was made in 2001 in an ’old school’ style, with his band playing fully live. The intention was to release the album by surprise so as to leave fans star-struck. Unfortunately, it was later decided that the concept was not aligning with the theme in mind of the musician.
